Distinguishing Features of the Work
Develops and manages a comprehensive statewide accounting system or financial operation in the Department of Accounts.
Supervises professional accountants and other supporting staff. Reports to an Assistant Comptroller.
Reviews and analyzes the activities, organization and functioning of a statewide accounting system or financial operation for the purpose of identifying changes necessary to improve services and operations.
Examples of such systems/operations include non-payroll compliance and disbursement (pre-audit and compliance); payroll accounting; agency review and assistance (existing, new or modified statewide or agency-specific accounting systems); financial reporting; benefits accounting; and general accounting (CARS, CARCAS, FAACS, and EFTS operations and maintenance).
Develops accounting policies and procedures. Provides training and consultation services for all users. Ensures user compliance with applicable state and federal regulations, generally accepted accounting principles, and auditing standards. May design and prepare statewide financial and managerial reports for senior government officials.
Qualification Guide
Knowledge of generally accepted accounting principles and auditing standards. Knowledge of applicable state and federal statutes and regulations. Knowledge of applicable data processing concepts. Ability to analyze and evaluate the effectiveness of complex, automated accounting systems, and to develop and implement modifications or new systems. Ability to conduct training for systems users. Ability to prepare financial reports. Ability to supervise professional and non-professional staff.

Graduation from a college or university with a degree in accounting, business administration or a related field, and supervisory experience related to the position's duties; or an equivalent combination of training and experience.
