Distinguishing Features of the Work

 

Plans and manages the activities relating to the issuance and servicing of bonds, and the maintenance of related records as required by the various indentures and trustee agreements.

 

Supervises subordinate managers, specialists, and other supporting personnel. Reports to the State Treasurer.

 

Periodically prepares strategic and financial plans for debt issuance and management, and develops and maintains written policies and procedures for these functions. Assigns specific projects to subordinate managers, and oversees project completions. Supervises trust fund accounting activities. Administers the state's industrial development bond allocation program, and the Virginia Security for Public Deposits Act.

 

At the Treasurer's discretion, performs or supervises staff support functions for the Treasury Board, the Virginia Public Building Authority, the Virginia Public School and the Virginia College Building Authorities, and those political subdivisions choosing to issue bonds through the Local Debt Commission. May also assist higher education institutions and other state agencies, the Virginia Water and Sewer Authority, and the Small Business Financing Authority.

 

Maintains working relationships with the Attorney General's Office, state agencies and institutions involved in debt financing, the legal community, bond counsels, financial advisors and investment bankers. Has frequent contact with other Treasury Department administrators, and contributes to the development and execution of overall treasury policies. Oversees preparation and evaluation of requests for proposal from bond counsel, financial advisors, underwriters and trustees. Keeps abreast of new developments in the tax exempt financing market.

Qualification Guide

 

Comprehensive knowledge of the issuance and management of public debt financing and the related financial markets. Ability to counsel public agencies and institutions. Ability to evaluate financing proposals submitted by underwriters. Ability to work effectively with agency and institutional executives, financial and legal counsels. Ability to supervise the work of others.

 

Graduation from a college or university with major course work related to the position's duties, and demonstrated management-level experience in a related field; or an equivalent combination of training and experience.
