Distinguishing Features of the Work

 

Monitors cash resources available to the State for purposes of investment and meeting current cash requirements.

 

Reports to the Treasury Cash Management and Investments Director.

 

Develops and monitors procedures for operating statewide deposit data collection system. Maintains liaison with agency administrators to provide materials and assistance for training personnel in use of system. Evaluates suitability of deposit data summary reports.

 

Gathers and maintains data on historical patterns and trends of cash receipts and disbursements, account balances, disbursement floats, compensating balances and other data related to cash management. Advises superiors on developing trends and patterns of cash resources, proposed or promulgated federal and state regulations and statutes, and changing monetary and economic policies.

 

Collaborates with Bank Services Manager in evaluating short term cash flow by reviewing account balances and projected receipts and disbursements utilizing data provided by a float determination and bank target balancing system, deposit data collection system and automated general ledger. Advises Treasury investment officer daily of the availability of investment funds or of the need for investment liquidations to provide current operating funds.

 

Maintains close contact with State agencies handling significant cash resources in order to forecast receipts and disbursements, and to maximize resources available for investment.

Qualification Guide

 

Knowledge of the principles and techniques of cash resource management and related banking and investment services. Knowledge of accounting principles and techniques. Ability to develop and monitor automated accounting systems. Ability to analyze data and formulate projections and plans. Ability to interact effectively with various levels of management and professional personnel.

 

Graduation from a college or university with emphasis in accounting, business, economics, finance or a similar field. An MBA degree or Certified Financial Analyst designation is desirable. Experience in banking, investments, cash management or a related field is a prerequisite. A combination of specialized training and experience indicating possession of the preceding knowledge and abilities may substitute for the degree requirement.
