CLASS CONCEPT/FUNCTION

This single position class serves as the principal executive assistant to the Treasurer by directing all major agency functions and programs. The position has responsibility for planning, developing and implementing through others overall agency goals and objectives. The position is responsible for directing cash management and investments, unclaimed property, debt management, treasury operations and financial policy analysis. Operational areas include offering direct services to the public, state agencies and local units of government with regard to financial issues and information. Program areas include regulatory activities to adopt regulations and make case decisions regarding compliance by professionals and the directing of resources to accomplish various legislative mandates.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty requiring the planning and direction of all agency operational areas. The position is second only to the agency head in making decisions affecting the agency, particularly in specified operational areas. Plans, implements, monitors and evaluates major programs. Develops, interprets and administers agency policies, procedures and utilization of staff and fiscal resources. Assigns and explains work assignments to directors for new or changed programs, goals and processes; establishes operating guidelines to implement required changes; reviews and analyzes records and reports of work accomplishments to assess program progress and resolve problems encountered in achieving goals and objectives and takes corrective action; participates in the selection, discipline and other personnel actions which involve subordinate managers and key personnel; attends or conducts management planning and policy-making meetings; provides advice and guidance to others including boards appointed by the Governor; and represents the agency head when absent or as directed.

Supervision Given: Directs the work of office directors who are responsible for major program areas in operations which have a direct impact on total agency operations and services.

Supervision Received: Receives administrative direction from the agency head. Carries out programs, projects and studies independently through a subordinate staff. Work is reviewed in terms of accomplishment of goals.

Scope: Work involves management of programs which are essential to meeting agency goals, statutory mandates and delivery of services to others including public and private organizations.

Impact of Actions: This position has a significant impact on the management of the agency in terms of quality of services rendered, improvement or reduction of services, and support given to the operational components of the agency.

Personal Contacts: Frequent contacts with others working inside and outside of state government on issues such as policy interpretation, legislation or services rendered. Collaborates with other program heads in organizational or financial matters which affect overall management. Contacts may be with other government officials, the Governor's Office, cabinet secretaries and members of the General Assembly in order to give status reports and present findings or recommendations on policy and regulations. Represents agency head at various meetings and serves on committees dealing with agency programs and management of these programs.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Comprehensive knowledge of the agency mission, administrative environment in which the agency functions; and rules, regulations and policies governing the agency's programs which this position supervises. Working knowledge of the technical fields supervised and associated automated systems.

Skills: None identified for this class. Working skill in operating a calculator or personal computer would be helpful.

Abilities: Demonstrated ability to plan, direct, implement and monitor systems and programs; supervise and direct the work of managers; communicate effectively orally and in writing with diverse groups of persons; interpret complex rules and regulations; and analyze problems and develop logical conclusions.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university with emphasis in public or business administration or a related field.

Level and Type of Experience: Administrative management experience related to the preceding responsibilities.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
