Distinguishing Features of the Work

 

Analyzes state agencies' cash management practices and evaluates bank services available to the Department of the Treasury.

 

Work is planned independently and performed under guidance from the Cash Administrator.

 

Conducts studies to accelerate the inflow, deposit, and reporting of cash receipts. Recommends methods to concentrate excess cash for investment. Evaluates the costs and effectiveness of bank services provided to the Department of the Treasury. Examines the cash management practices of state agencies. Develops and maintains a cash forecasting model that projects the Commonwealth's cash needs and cash availability. Monitors and assesses the factors which influence the Commonwealth's cash flow.

 

Contact with state agencies' financial managers and bank representatives is to gather information on practices which affect the state's cash resources.

 

 

Qualification Guide

 

Knowledge of the principles and techniques of cash resource management. Knowledge of accounting principles and techniques. Knowledge of banking practices, services, and pricing. Ability to conduct effective oral and written communications. Ability to analyze data and formulate projections and plans.

 

Graduation from a college or university with emphasis in accounting, business, economics, or finance, and experience in cash management or banking; or an equivalent combination of training and experience.
