CLASS CONCEPT/FUNCTION

This is the single class in the Agency Administration series. Positions in this class are responsible for planning, implementing, and evaluating diverse administrative management functions within a moderate sized agency. Directs administrative units such as budgeting and fiscal/financial management services, internal and external audit, contracts (purchasing, real and personal property, and lease agreements), policy and procedure analysis and development, space design, utility and telecommunication services, human resource management, automated data processing, and materiel management. Participates as a member of the agency's strategic planning team and develops long-range goals and objectives for the agency's programs and services. Positions function as the agency's liaison with the Commonwealth's central administrative and fiscal agencies.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty. Directs the agency's administrative management operations, programs, and services. The work typically involves budget development, justification and monitoring, staffing and reduction plans; and financial management for all fiscal and accounting operations involving a diverse variety of fund types. Fiscal and accounting operations include accounts payable and receivables, payroll, grants management, account reconciliation and reporting, development of indirect cost proposals and recovery, cash management, FAACS, and state and federal accounting requirements. Determines fiscal impact of proposed and current legislation. Analyzes, interprets, develops, and monitors state and federal administrative directives, laws, and policies for impact, adaptation and dissemination to agency operating units. Testifies before federal, state, and public committees. Responsible for approving all administrative contracts (purchasing, real and personal property, personal services, and lease agreements). Administers the agency's human resource program which includes recruitment and employment, employee training, employee relations, equal employment opportunity, classification and compensation, transactions, and benefits. Directs data processing services including systems development, operations, and hardware and software analysis and installation. Develops performance management expectations for all staff within administrative program units. Participates in strategic planning as a member of the executive management team.

Supervision Given: Provides direction to administrative supervisors and staff.

Supervision Received: Receives administrative direction from an Assistant Commissioner, Deputy Commissioner, or the Commissioner.

Scope: Provides professional and administrative direction for agency-wide administrative units and support staff.

Impact of Actions: Decisions made by this position have a serious impact on the effectiveness and efficiency of the agency's administrative operations which affects resources within local service agencies or agency programmatic units and their ability to provide essential services and technical assistance.

Personal Contacts: Frequent internal contacts with the Commonwealth's central agencies for administration and finance to receive policy guidance, technical assistance, managerial reporting and the resolution of issues. Frequent external contacts with programmatic units and/or local service agencies to provide technical assistance, policy guidance, and allocate resources. Infrequent internal and external contact with the Attorney General's Office, Cabinet Secretary's Office, Office of the Governor, and federal agencies to provide requested management information, complete special projects and new program implementation.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of generally accepted accounting principles and practices; of budget formulation, presentation and execution; of the operation of state government; and of administrative management principles and practices. Working knowledge of human resource management, computer applications, and policy analysis.

Abilities: Demonstrated ability to plan and direct diverse administrative functions; to work effectively with federal, state, agency management officials, and employees; and to communicate effectively both orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in Public Administration, Business Administration, Financial Management, or a related field.

Level and Type of Experience: Considerable management experience in administrative management or finance.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
