Distinguishing Features of the Work

With considerable independence and initiative, conducts complex analyses, and recommends actions involving the allocation of resources in all functional areas of government with emphasis on education.

Works under the general policy direction of the DPB Director, and under the supervision of the DPB Manager D in charge of project management. Supervision is received through general assignments, policy definitions, and a review of methods and recommendations.

Analyzes statewide fiscal and budgeting issues, determines impact, and recommends appropriate action. Recommends agency-specific policies to govern program operations, and develops agency targets. Evaluates and recommends appropriate actions for the execution of statewide operating plans through analysis of the plans, allotments, personnel requests, solicitations of non-general funds, and reorganization proposals. Participates in program evaluations which will determine if the programs are achieving the desired results. Recommends program changes, resource allocation adjustments, or program terminations.

Analyzes proposed legislation to determine statewide fiscal, program, policy and organizational impacts. Prepares impact statement to provide senior-level policy makers with recommended actions. Provides on-site technical assistance and advice to operating agencies' program, fiscal and management personnel. Conducts special studies and analysis as assigned, and serves as team leader on complex projects.

Provides training and technical assistance for the Governor's office staff, Cabinet Secretaries, DPB Director and Deputy Directors, and other DPB staff. Serves as resource consultant for senior-level state officials on the Code of Virginia, the Appropriations Act, and other new or proposed legislation.

Qualification Guide

Knowledge of the principles, practices and methodologies of government planning, budgeting, financial management and program evaluation. Knowledge of mathematical methods, statistics, and the use of automated systems and computer technology. Knowledge of the Code of Virginia and Appropriations Acts. Ability to anticipate/identify the need for analysis of issues having statewide impact. Ability to coordinate interagency teams in complex

assignments. Ability to explain positions, ideas and concepts orally and in writing.

Graduation from a college or university with major course work applicable to the position's duties, and experience indicating direct application of the preceding knowledge and abilities; or a combination of equivalent training and experience.
