Distinguishing Features of the Work

This class is responsible for conducting highly complex or technical analyses involving programs, plans, policies, issues, procedures, or information of an economic, fiscal, demographic, physical or statistical nature and developing appropriate recommendations.

This class is distinguished from the class Analyst B, by the responsibility attached for independently conducting highly technical and complex analyses; serving as team leader on highly complex projects assigned by the manager; making recommendations and decisions that are rarely changed by higher authority; and providing assistance to lower level analysts in the development of project or program evaluation plans and handling technical problems.

Responsibilities include conducting analyses and recommending actions related to operating plans, programs, policies and issues; recommending resource allocations; developing, testing and refining procedures and processes; interpreting and projecting fiscal, economic, demographic, physical and statistical data; providing training and assistance to agencies; and conducting research on special projects assigned. This class reports to the section manager.

Minimum Qualification_Standards

Graduation from an accredited college or university with major studies in business or public administration, planning, economics, or other related curriculum which includes courses contributing to analytical skills; extensive experience in governmental operations, planning or related fields including at least four years of responsible experience related to the work of the position. Related experience may substitute for the education on an equivalent time basis.

Knowledge in applied research, social methods, matrix, quantitative and statistical analysis, CPM/Pert, evaluation techniques/productivity, special fund administration; the organization and functions of State agencies is essential; the ability to write clearly and concisely, and deal effectively with responsible officials.
