CLASS CONCEPT/FUNCTION

This is the third and director level class in the Tax Policy Management series which supervises, manages, or directs the advanced analyses of all tax laws and development of complex agency and state policies, regulations, legislative proposals, impact statements, and plans. Positions in this class develop strategic plans; create new concepts; direct research projects, review policy recommendations, preparation of economic and operational impact assessments, and analyses of existing and proposed local, state and federal legislation. Positions function as the director of a centralized policy analysis and development division engaged in statewide analyses, which include the precedential application of policy and regulations to novel or unusual cases. Establish divisional objectives, develop budgets, manage resources, and direct and evaluate staff. This class is distinguished the Tax Policy Manager class by its responsibility for directing a comprehensive division comprised of positions in the Tax Policy Analyst, Supervisor, and Manager classes, additional responsibility for diverse administrative and managerial activities, and by assignment to the agency's management team.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions in this class perform work of unusual difficulty in directing research, development, implementation, and evaluation of complex local, state and national issues which affect policies, regulations and legislation. Act for the agency head by hearing and responding to appeals to policy decisions and publishing findings which have precedential standing. Review and approve legislative impact statements. Represent the agency before local, state and national governmental and non-governmental groups and respond to questions or present technical information on proposals, legislation, and issues. May manage agency-wide projects involving special initiatives or program areas. Direct the agency regulations process to ensure development and review in accordance with the Administrative Process Act. Serve on agency management team and make recommendations to the agency head on policy, regulatory and legislative issues that affect the generation of public revenues and the goals and objectives of the agency. Positions in this class are responsible for planning and establishing agency and divisional goals, objectives and priorities; budgeting and managing resources; directing activities to accomplish goals and objectives; and directing and evaluating staff.

Supervision Given: Positions in this class typically supervise a staff comprised of Tax Policy Analyst, Tax Policy Analyst Supervisor, and Tax Policy Manager positions engaged in multi-level policy analyses and evaluations.

Supervision Received: Receives administrative direction from the agency head or deputy on objectives, priorities and deadlines. Positions exercise a considerable degree of initiative, judgment and discretion in carrying out the work.

Scope: Positions in this class contribute to the overall management of the agency and direct the work of those who develop policies and regulations that affect all the Commonwealth's revenue generating operations, the funding of services provided by the Commonwealth and its local governments to citizens, and the economic well-being of the citizenry.

Impact of Actions: Decisions and conclusions regarding policies, procedures, legislative proposals and plans have serious long-term effects on the revenues of the Commonwealth and its political subdivisions. Errors may result in serious economic impact upon state and local government and the state's citizens and industry. Effective management and professional development of staff result in the proper use of agency resources and in efficient and effective policies which facilitate the achievement of public goals.

Personal Contacts: Frequent internal and external contacts with agency management and other federal, state and local government officials to communicate, plan and manage policy and legislative analysis activities; and with media representatives, legislators and staff members, special interest groups, and private industry representatives to discuss legislative proposals, agency policy, procedures and operations and resolving unusual cases regarding the application of regulations.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Comprehensive knowledge of policy analysis, legislative process and practices, and research and evaluation techniques; organizational theories, principles and practices; program planning; and laws and regulations affecting state revenue programs. Considerable knowledge of budget, fiscal, human resource and public sector management; and, the principles of executive leadership.

Skills: None identified for this class.

Abilities: Demonstrated ability to direct comprehensive policy and legislative processes; to develop solutions and recommendations for appropriate action; communicate effectively orally and in writing; to draft legislation, policy statements, and regulations; work effectively with agency management, state and local government officials, legislative bodies, and special interest groups; and to organize and direct organizational activities.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in taxation, public or business administration, accounting, law, or a related field.

Level and Type of Experience: Considerable managerial experience in policy development and legislative analyses in an environment which provided an understanding of governmental operations.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.

This class was established in April, 1990, as a result of the Classification Review/Specification Update Program. It recognizes the functional distinction of a position formerly allocated to the class, State Tax Division Director.
