CLASS CONCEPT/FUNCTION

This is the second and managerial class in the Tax Policy Management series that supervises, manages or directs the advanced analyses of all tax laws, the development of complex agency and state policies, regulations, legislative proposals, and impact statements, and the application of these to novel situations. Positions in this class serve as the principal assistant to the Tax Policy Director by managing a comprehensive, centralized policy analysis and development function. This class is distinguished from the Tax Policy Analyst Supervisor class by the latter's responsibility for supervising and evaluating the work of a section comprised of Tax Policy Analysts. It is distinguished from the Tax Policy Director by the latter's responsibility for directing a comprehensive agency-wide policy analysis division comprised of Tax Policy Analysts, Supervisors, and manager-level positions.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable complexity involved in managing the agency's policy analysis and development function in the review, analysis, evaluation and development of statewide policy, procedures, regulations and legislation. Manages the resources of the division by developing and recommending the operating budget; recruiting and selecting staff; and recommending changes in resource allocation, staff needs and workload adjustments. Manages staff by developing performance standards, conducting performance evaluations, initiating disciplinary actions and delegating and reviewing technical and administrative activities. Plans, develops, and maintains the agency regulations process by reviewing and approving proposals for technical consistency, facilitating the requirements of the Administrative Process Act, and determining the need for revisions. Reviews and approves impact statements. Serves as spokesperson and liaison on policy, regulatory or legislative matters by interpreting department programs, concerns, issues, and proposals to taxed entities, governmental agencies, special interest groups, legislative bodies, and the public. Oversees the development of research methods and their application to studies which examine policy issues including economic concerns, enforcement implications and other programmatic effects. May provide staff assistance to executive management in such areas as replying to appeals in case work; and/or conducting independent research on policy, program, regulatory, or legislative issues.

Supervision Given: Positions in this class manage the policy analysis, evaluation and development functions performed by Tax Policy Analysts and Supervisors.

Supervision Received: Receives general direction typically from the Tax Policy Director.

Scope: Positions in this class plan and review the work of those who develop policies and regulations that affect all the Commonwealth's revenue generating operations, the funding of services provided by the Commonwealth and its local government entities to citizens, and the economic well-being of the citizenry.

Impact of Actions: Recommendations and conclusions regarding policies, procedures, legislative proposals and plans could have serious, long-term effects on the revenues received by the Commonwealth and its local government entities. Decisions could seriously harm the ability of state and local agencies to fund mandated governmental programs and operations. Errors may result in excessive costs. Effective management and professional development of staff result in efficient and effective policies which direct the Commonwealth and its political subdivisions toward the achievement of public goals.

Personal Contacts: Frequent internal and external contacts with agency management and other federal, state and local government officials to communicate, plan and manage policy and legislative analysis activities; and with media representatives, legislators and staff members, special interest groups, and private industry representatives to discuss agency policy, procedures, operations, and legislative impacts.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of federal and state tax law; policy analysis; legislative process and practices; research and evaluative techniques; organizational theories, principles and practices; and program planning. Working knowledge of budget, fiscal, human resource, and public sector management.

Skills: None identified for this class.

Abilities: Demonstrated ability to direct policy and legislative processes; to develop solutions and recommendations for appropriate action; to communicate effectively orally and in writing; to draft legislation, policy statements, and regulations; to work effectively with agency management, state and local government officials, legislative bodies, and special interest groups; and to organize and direct staff.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in taxation, public or business administration, accounting, law, or a related field.

Level and Type of Experience: Considerable supervisory experience conducting policy development and legislative analyses in an environment which provided an understanding of governmental operations.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

This class was established in April, 1990, as a result of the Classification Review/Specification Update Program. It recognizes the functional distinction of a position formerly allocated to the class, State Tax Assistant Division Director.
