Distinguishing Features of the Work

 

Analyzes the scope and objectives of statewide programs of public health and plans or the implementation or revision of administrative methods and procedures.

 

The work involves responsibility for establishing and maintaining uniform procedures and policies necessary to the effective administration of public health programs. Through the application of the principles of systems and procedures analysis, an incumbent develops work methods and materials for the implementation of new programs and for the modification of existing ones. Frequent evaluations are made of the feasibility and desirability of adapting specific aspects of programs to electronic data processing, and a close liaison is maintained with members of the data processing unit in the development of computer programs. General direction is provided by a high level administrator, but considerable independent responsibility is assigned for determining work methods and schedules.

 

Examples of duties characteristic of positions in this class:

 

1. Makes an analysis of the nature and goals of new public health programs; recommends operating policies and devises methods and procedures for the successful establishment and implementation of the programs; discusses with program administrators the application of recommended methods and procedures.

 

2. Evaluates existing health programs through intensive studies of methods and accomplishments; suggests revisions which appear to be necessary for the improvement of programs and for the establishment of uniform agency administrative policies and procedures.

 

3. Recommends to program administrators the computerization of records keeping and related aspects of programs; explains changes in present methods and procedures which are indicated in order to facilitate adaptation to data processing equipment; works with

computer section employees in the development of computer applications.

 

4. Reviews unit and agency-wide records systems and recommends modifications to meet changing conditions and demands of health programs; simplifies records procedures consistent with meeting desired program objectives.

 

5. Establishes schedules for the periodic review of all administrative procedures and methods; coordinates review with overall program evaluation activities within the agency.

 

 

Qualification Standards

 

Completion of a standard college or university course with major study in business or business-related courses and completion of a master’s level course in public health administration, supplemented by at least two years of experience in program evaluation or analyzing program systems, preferably in a health agency setting. Two additional years of supervisory experience in public health may be substituted for master's degree requirement.

 

Considerable knowledge of modern principles and practices used in evaluation of earth programs; considerable knowledge of scope and objectives of basic health programs; considerable knowledge of health program record systems; some knowledge of electronic data processing programming and procedures; ability to establish records systems; ability to work cooperatively with all levels of professional and lay personnel.
