Distinguishing Features of the Work

 

Plans and administers a statewide program for licensing, certifying and inspecting hospitals, long-term care facilities, home health services and other health care delivery-related facilities and services. The program is conducted under rules and regulations adopted by the State Board of Health, and Federal regulations governing Titles VIII and IX of the Social Security Act.

 

Duties performed include: evaluating the effectiveness of rules and regulations and determining the need for change; conducting public hearings on proposed changes; approving licensing and inspection procedures; reviewing staff reports and making decisions on license denial, de-certification, and inspection deficiencies; visiting facilities and conferring with owner and administrator; employing, training and directing subordinate staff; preparing the bureau budget and determining resource allocation; conferring with the Division Director and making presentations to the State Board of Health; establishing and maintaining relationships with state and federal officials, health and welfare agencies, facility owners and administrators.

 

Reports to the State Health Department's Director of Emergency Medical and Hospital Services.

 

 

Qualification Guide

 

Good knowledge of the principles and practices of health care administration attained through a combination of appropriate education and experience. Ability to hire, train and direct a professional and clerical staff. Ability to comprehend, interpret and apply laws and standards relating to medical facility licensing, certification and inspection. Ability to develop or revise such laws and standards as needed. Ability to establish and maintain effective working relationships with owners and administrators, organizations and boards, medical personnel and the general public.
