CLASS CONCEPT/FUNCTION

This is the assistant director class in the Medical Facilities Program Management series that serves as an assistant to a divisional director and administers health care programs relating to medical facility construction; the improvement, licensure and certification of hospitals, nursing homes, skilled and intermediate care facilities and other medical facilities; and utilization review of health care provider services to assure quality and to determine the level of care and compliance with state and federal health care regulations. Positions in this class are responsible for managing and coordinating all activities related to a health care program specialty area including programs for the analysis, evaluation and recommendation for approval of needed health care facilities throughout the state, hospital and nursing home licensing, contracting for medical and home health care services, utilization review of health care services provided through Medicaid and State and Local Hospitalization, federal third party payment certification programs, and nursing home improvement programs. Positions in this class make decisions on the application of detailed state and federal standards and guidelines governing various programs and interpret these decisions to project sponsors, medical facility administrators, health care providers and other officials. Typically, supervision is exercised over supervisory and professional medical staff in the assigned program areas. This class is distinguished from the Medical Facilities Director by the latter's responsibility for providing overall direction to a program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in supervising and participating in the review and evaluation of applications made by hospitals, health centers, diagnostic and treatment centers and rehabilitation facilities for state and federal funds for construction, expansion and modification of facilities; and in directing the development, implementation and ongoing monitoring of Medicaid and State and Local Hospitalization funded programs and services such as long-term care, rehabilitation, and community-based care and maternal and child health care. Directs the maintenance of accounting and financial records relating to the Medical Facilities Planning and Construction program and coordinates activities with other program bureaus in the issuance of certificates of need to medical facilities. Reviews and analyzes records of approved services or projects and periodic applications for funds to determine if expenditures made by providers or project sponsors can be reimbursed in compliance with established state and federal guidelines. Manages on-site visits by staff to medical and provider facilities to investigate, review and analyze financial, medical and other records. Manages the review and investigation of applications made by hospitals and nursing homes for licensure or by hospitals, extended care facilities, laboratories and home health agencies for certification under the Medicaid and State and Local Hospitalization programs. Conducts the final review and approves the issuance of licenses to facilities and conducts the final review of provider contracts or requests for Medicaid/Medicare certification and certifies conformance with state and federal guidelines for participation. Identifies, evaluates, develops and implements policy changes and services funded by Medicaid or other health care programs. Consults with and provides technical assistance to providers, sponsors and state and federal officials on program policies and procedures and on specific areas of concern such as planning, maintenance and operation of facilities and licensure and certification. Develops policies and procedures for licensure and certification. Directs the section's preparation for federal, state and internal program assessments, audits and responses to audits. May perform administrative functions such as developing the administrative or operational budget, planning special work projects relating to state and federal legislation and management directives, serving as liaison with external agencies and organizations on department initiatives, specifying data user requirements of information management subsystems, directing nursing home and community-based care admission processes, and approving health care provider and recipient corrective and adverse actions taken by the agency.

Supervision Given: Provides direction to a staff of Medical Facilities Inspection Supervisors and Medical Facilities Inspectors, or, Utilization Review Supervisors and Utilization Review Analysts Senior. Positions also supervise other professional and technical program support and secretarial staff.

Supervision Received: Receives administrative direction from a Medical Facilities Director or Medicaid Operations Director Senior.

Scope: Positions in this class are responsible for leading, directing and making decisions related to long-term service, medical facilities construction, licensure and certification programs which affect a multitude of management decisions on agency issues and programs.

Impact of Actions: Valid and reliable analyses result in sound recommendations, conclusions and plans which positively impact management decisions and improve agency programs and operations. Errors can negatively impact the amount of funds received by the agency, the public's opinion of the program, the operations of medical and health care facilities, the services provided statewide by the agency and the quality and level of care rendered to recipients by health care providers.

Personal Contacts: Frequent internal and external contacts with state and federal agencies, professional and governmental associations and organizations, operators of medical care facilities, health care providers, legislators and their staffs, health care recipients, Health Care Financing Administration, Office of the Attorney General, Office of the Secretary of Health and Human Resources, General Accounting Office, and civic and consumer groups to provide program related information, technical assistance or program cost data; consult on program issues, obtain legal advice, make recommendations on policy and fiscal impact, and to interpret state and federal regulations.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of federal and state regulations related to health care and social services; professional standards of care for multi-disciplinary treatment programs; health, rehabilitation and psycho-social needs of the elderly, disabled, mentally ill, mentally retarded and others with special health care needs; information management systems; program development; program budgeting; negotiation techniques and methods; and management principles and practices. Considerable knowledge of medical facility administration and procedures. Working knowledge of hospital planning; medical terminology; community resource programs and volunteer agencies; medical standards of treatment; and medical care problems. Some knowledge of medical and other equipment used in hospitals.

Skills: Working skill in keyboarding.

Abilities: Demonstrated abilities to manage, direct and evaluate the work of subordinate staff; analyze problems and reach logical and legally supported conclusions; develop new programs; develop and revise program policies and procedures; communicate effectively orally and in writing; make presentations to groups of varying size and diverse interests; prepare comprehensive budget, legislative feasibility and other reports; conduct meetings with employees at all levels; manage multiple priorities; and to manage high impact organizational projects and task forces.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in medicine, nursing, another health care profession, behavioral science or in hospital, health care business or public administration.

Level and Type of Experience: Progressively responsible experience managing health care or social service programs.

An equivalent combination of training and experience indicating possession of the preceding knowledge skills and abilities may substitute for this education and experience.
