CLASS CONCEPT/FUNCTION

This is a single class series responsible for the executive level direction, planning, implementation, and modification of Human Service program(s) of a major mission division affecting a statewide population under the direction of the Commissioner of a human service agency. This class provides leadership, executive management, and administrative direction to the program(s) administered by subordinate directors.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: This class performs work of unusual difficulty in the executive development, coordination, direction, and evaluation of the programmatic, operational, and administrative activities for a large, complex mission program, or multiple programs in a human services agency. Typical programs may include Research, Evaluation, and Licensing, Staff and Program Development, or Child Support Enforcement. Positions direct the efforts of diverse organizational units in order to ensure that each unit pursues organizational goals with coordinative efforts toward accomplishment of the agency's mission. Manages and directs professional staff in working with diverse populations and clients on statewide basis to achieve delivery of quality services and program objectives. Positions have responsibility for programs that are contingent upon revenue collections and disbursements. This class works with wide latitude for exercising judgment and discretion with regard to policy, programmatic goals, and compliance with federal/state laws and regulations. Positions typically interact with the General Assembly in the development of legislation impacting agency program(s). Works with advocacy groups, officials, and public and private entities to assist with program understanding, cooperation, and acceptance. Evaluates overall operation for compliance with federal/state laws, and makes executive recommendations for major program modifications.

Supervision Given: Provides direction to program directors and other professional staff who develop, implement, manage and monitor sub-programs.

Supervision Received: Receives executive guidance and direction from the agency head.

Scope: Directs the accomplishment of a major agency mission program in a large agency with geographically dispersed facilities, regional offices, and local government programs statewide.

Impact of Actions: Decisions affect the image of the agency, the assigned mission program, its success, and the availability of funding and services to large numbers of clients. Services provided determine the quality of life and/or resources required for clients.

Personal Contacts: Maintains frequent contact with service delivery network throughout the state, other state and federal agencies, officials, boards, legislators, ancillary groups, client advocates, and private entities, to assist with program operations and ensure that appropriate services are delivered.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of human service programs and the services offered, and of client needs; of the structure of federal, state and local government; of the principles of public administration, budgeting, and management.

Abilities: Demonstrated ability to independently direct a diverse service delivery system; to direct professional staff; to develop program goals and objectives consistent with the agency mission, and to strategically direct the human service program in order to assist client populations statewide; to develop cooperative working relationships with staff at all levels; to present facts and conclusions to government officials, advocates, and the general public to obtain program support; and to identify sources of revenue required to support the program.

 

QUALIFICATIONS GUIDE*

License or Certification: None.

Education or Training: Graduation from an accredited college or university with advanced course work related to human service programs, such as psychology, social work, rehabilitation, business or public administration, or a related field.

Level and Type of Experience: Extensive management experience in planning and directing a complex human service delivery program. The experience should involve administrative and programmatic responsibilities which required the coordination and resolution of issues that cross jurisdictional boundaries, supervision of professional staff, and/or experience which has demonstrated the management of a human service program.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
