Distinguishing Features of the Work

Advises and directs broad administrative functions of the Department of Mental Health and Mental Retardation giving special attention t fiscal matters and/or general hospital services of the various organizational units within each hospital.

Aids Assistant Commissioner (Administrative) in supervising several administrative programs of the State’s mental hospitals which normally treat more than 20,000 patients. An incumbent is responsible for the development of work standards and reporting requirements, and for the adherence to approve administrative policies. Supervision is received in the form of broad policy guidance with a minimum of direction. Considerable latitude is allowed for discretionary judgment in technical areas of competence.

Examples of duties characteristic of positions in this class:

Reviews and coordinates the work procedures of administrative services activities at all of the department’s hospitals and training schools including such functions or activities as food service, security and laundry services, accounting and payroll, fiscal and supply; recommends plans and methods of improvement in these programs.

Observes fiscal or general service activities of the hospitals’ training schools and helps to maintain the validity and integrity of financial obligations, expenditures and reports, maintains program status and cost data necessary to the preparation of the hospitals’ budgets. Assists in setting broad budgetary objectives in accordance with stated mission of Commissioner.

Advises hospitals and training schools in the purchase of supplies and equipment, establishing uniform procedures for the maintenance of proper stock control levels and records necessary to satisfy accounting rules and regulations.

Reviews hospitals and training schools’ maintenance and repair programs for buildings and grounds and recommends improvements in the preventative maintenance program, reviews repair and maintenance work orders to see that they comply with pre-established departmental standards and requirements of Medicare-Medicaid accreditation.

Assists Assistant Commissioner (Administrative) in the development of departmental as well as local administrative policies and procedures.

Qualification Standards

Completion of a standard college course with major studies in business or public administration; six years of experience in hospital administration, at least three years of which must have been in a supervisory or administrative capacity. Graduate study in business, hospital or public administration may be substituted for experience and additional comparable experience may be substituted for the college education on an equivalent time basis.

Considerable knowledge of hospital administration principles and practices; general knowledge of building construction and maintenance; food service, laundry and power plant operations, accounting and budgetary procedures and personnel policies. Ability to plan, coordinate and direct the work of others at administrative level.
