Distinguishing Features of the Work

Directs and coordinates a statewide program of research in diagnosis, prognosis, care and treatment of the mentally ill, mentally retarded and emotionally disturbed for hospitals, training schools, clinics, and comprehensive mental health centers under the Department of Mental Hygiene and Hospitals. Works cooperatively with Hospital Superintendents and Program directors in formulating long-range planning for additions, deletions and modifications of facilities, professional and sub-professional staff, and programming to keep pace with new developments in the field of mental health care.

The duties of this position involve the stimulation and support for statewide research projects in the various units of this department. Administrative jurisdiction is exercised over all phases of research activities and the duties require liaison between the local research committees and the central office research evaluation committee. The position requires, in addition, consultation with administrators of hospitals, with educators in the various professional fields in mental health, with counterparts in other state departments and with community leaders for the purpose of long-range programmatic planning. Complete independent action in the development of all research and programming activities is required subject only to the general direction of the Commissioner or his assistant.

Examples of duties characteristic of positions in this class:

 

Reports to the Assistant Commissioner of Professional Program Development of the Department of Mental Hygiene and Hospitals or his assistants in the development of local research committees in the operating units.

Advises and consults with hospital superintendents, clinic directors and research professionals regarding local research operations and their unique contribution to the statewide program.

Develops a continuing long-range program to keep up with advances in mental health care as demonstrated by projects, studies and research carried out in this state or elsewhere.

Serves as executive secretary of the Research Evaluation Committee of the Department of Mental Hygiene and Hospitals.

Evaluates qualifications of applicants for research positions in the department and recommends transfers and promotions advantageous to the services.

Provides advisory and consultation services to professional groups and organizations on a statewide basis, in research and programming; assists in the development of educational and training program in anticipation of long-range needs.

Qualification Standards

Graduation from an accredited university with a doctorate degree in a mental health profession and major emphasis in the areas of research methods and statistics, tests and measurement, personality evaluation, therapeutic techniques and at least five years post-doctoral experience in a mental health setting including at least two years of supervisory duties in a mental health setting.

A through knowledge of research design, test development, diagnostic methods, psychotherapy, community mental health and mental health services administration.

Ability to meet with professional persons and the general public; ability to coordinate administrative and professional procedures on a state level.
