CLASS CONCEPT/FUNCTION

This is the second class in the Human Services Field Management series for positions that are located in, and manage field offices, providing services and overseeing programs of human services agencies. Positions in this class manage all aspects of the programs of a field office as the highest level field management position or manage all aspects of a sub-office with diverse program areas and oversight for subordinate field offices or service areas. Typical positions manage all of the various administrative, budgeting, planning, scheduling, operational, and programmatic activities for an assigned office. This class is distinguished from the Human Services Manager-Field class by the diversity of program areas assigned and/or its reporting relationship directly to an agency central office administrator rather than to a higher level field management position. This class is distinguished from the Human Services Director-Field class by the latter's responsibility for directing a regional office and subordinate managers in the Human Services Field Management series.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in the management of programs, administration, and operation of a field office dedicated to an assigned geographic area of a state human services program. The work requires independent judgment in the interpretation, application, and implementation of agency, state, and federal rules, regulations, policies, and procedures. Manages an office which provides a comprehensive human services program in diverse program areas; supervises staff assigned to the office; identifies staffing needs; selects staff; develops performance standards; evaluates staff; and initiates disciplinary action. Positions establish programmatic goals and objectives; plan, develop, and implement operating procedures; disseminate and interpret instructions. Positions in this class formulate an operating budget; review and approve expenditures; identify equipment, space, and supply needs; analyze operational and statistical data; develops training plans and represent the agency, by explaining the program to the public; and suggest review and revision of existing policy. Positions may take action specific to the assigned program area, such as reviewing and approving client service plans for vocational, instructional educational and social services. Some positions manage diverse program areas and professional and technical staff by authorizing the initiation of administrative enforcement procedures or court actions, and collection and distribution of support payments.

Supervision Given: Provides programmatic direction and supervision to a professional an technical staff in various disciplines representing diverse human services program areas. Also supervises office services support staff for an assigned office.

Supervision Received: Receives general direction from a central office administrator or Human Service Director-Field. Independently supervises all aspects of assigned geographic area and programmatic operations.

Scope: The work involves the supervision and operation of all field operations, programs, and services, as the highest level field management position or manager of a sub-office for an assigned geographic area of the state, involving diverse human service and technical program areas.

Impact of Actions: Errors in the work could cause considerable negative impact on the agency in terms of public image and hardship to large numbers of clients. Positive effects will result in meeting human service agency service delivery goals and objectives.

Personal Contacts: Frequent internal and external contact with high level officials to coordinate, communicate, and represent the agency to other human services agencies, other state agencies, medical consultants, attorneys, the judicial system, the public and the media.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of administrative, managerial, an supervisory principles and practices; of personnel management principles and practices; of federal and state regulations and policies, and methods and procedures applicable to assigned or related human services program area. Working knowledge of program and budget planning.

Skills: None identified for this class.

Abilities: Demonstrated ability to plan, organize, and direct the activities of diverse subordinate staff; interpret, analyze, and implement assigned program laws, policies, and procedures; communicate orally and in writing; and to assess and plan for staff development needs.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in areas related to the assigned human services programs, public administration, business administration, or a related field.

Level and Type of Experience: Experience in performing and supervising activities of assigned or related human services area.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

This class was developed by a Classification Review/Specification Update team. It replaces the Visually Handicapped Regional Manager and Support Enforcement District Manager classes, effective September 1991.
