CLASS CONCEPT/FUNCTION

This is the first class in the Human Services Field Management series for positions that are located in and manage field offices providing services and overseeing programs of human services agencies. Positions in this class manage the programs, administration, and operations of a field office subordinate to another field office covering a larger geographic area. This class is distinguished from the Human Services Manager Senior-Field class by the latter's responsibility for managing diverse program areas or serving as the sole field management position for an assigned geographical area, reporting to a central office administrator.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in the management of programs, administration, and operations of an office dedicated to an assigned geographic area in a state human services program. The work requires independent judgment in the interpretation, application, and implementation of agency, state, and federal rules, regulations, policies, and procedures. Manages an office which often oversees multiple sub-offices or other remote sites. Supervises staff assigned to the office; identifies staffing needs; selects staff; develops performance standards; evaluates staff; and initiates disciplinary action. Positions establish programmatic goals and objectives for an assigned geographic area; plan, develop, and implement operating procedures; disseminate and interpret instructions; formulate an operating budget; review and approve expenditures; identify equipment, space, and supply needs; and analyze operational and statistical data. Positions in this class also develop training plans; train staff; represent the agency by explaining programs to the public; suggest review and revision of existing policy to higher level field office staff. These positions may take action specific to the assigned program area such as developing vocational rehabilitation referral services, reviewing and approving client service plans, or providing guidance to staff on case management.

Supervision Given: Provides programmatic direction and supervision to human services program professionals and office services staff in the assigned office in addition to any subordinate offices or remote work sites.

Supervision Received: Receives general direction from a Human Services Director-Field. Independently supervises all aspects of assigned geographic and programmatic operations.

Scope: The work entails the supervision and operation of all field operations, programs, and services for assigned geographic area, subordinate to a regional office, by directly supervising staff, and communicating with other human services agencies and related groups.

Impact of Actions: Errors in the work could cause considerable negative impact on the agency in terms of public image and hardship to large numbers of clients. Positive effects will result in meeting human services agency service delivery goals and objectives.

Personal Contacts: Frequent internal and external contact with high level officials outside the agency to coordinate and communicate with other human services agencies, other state agencies, schools, employers, the public, and the media.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of managerial and supervisory principles and practices; personnel management principles and practices; federal and state regulations and policies applicable to the assigned human services programs; and of the methods, procedures, and objectives of the assigned human services program. Working knowledge of program and budget planning.

Skills: None identified for this class.

Abilities: Demonstrated ability to plan, organize, and direct subordinate staff; interpret, analyze, and implement assigned program laws, policies and procedures; communicate orally and in writing; and to assess and plan for staff development needs.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in public administration, business administration, areas related to the assigned human services program, or a related field.

Level and Type of Experience: Some experience performing and supervising activities of the assigned or related human services program areas.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
