CLASS CONCEPT/FUNCTION

This is the third and supervisory level class in the WIC Program series. This single position class provides supervision to all aspects of the WIC Program. Duties include supervising a comprehensive WIC vendor management system which addresses vendor selection, enrollment, training, compliance, sanctions, disqualifications and communication. This class is distinguished from the WIC Program Senior Representative the latter's responsibility to coordinate vendor management issues on a statewide basis.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty which involves reviewing interpreting, and evaluating all federal and state regulations, policies, and procedures relating to the statewide WIC Program. Identifies deficiencies and recommends appropriate corrective actions. Receives inquiries, complaints, and crises of an administrative nature and assigns them for investigation. Duties include the supervision of WIC Program staff and provision of technical consultation to regional and district Nutritionists.

Supervision Given: Provides supervision to WIC Program Senior Representatives and clerical staff.

Supervision Received: Receives direction from a Human Services Program Supervisor or higher level administrative professional position which provides a general outline of work to be performed.

Scope: Work affects the administrative activities of the WIC management system as it relates to federal and state laws pertaining to local agencies, vendors and participants and the integrity of the statewide WIC program.

Impact of Actions: Decisions and actions could seriously impact the agency in terms of time, money, services, and public goodwill. Effective performance ensures that federal and state laws pertaining to all WIC administrative program provisions are enforced and the integrity of the statewide WIC program is maintained.

Personal Contacts: Frequent contacts in and outside state government with vendors, government agencies, and the general public in order to modify program policies and resolve operational disputes.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of public health systems, investigative techniques, management information systems, WIC administrative procedures and of the principles of supervision.

Skills: None identified for this class.

Abilities: Demonstrated ability to communicate effectively both orally and in writing; to analyze computer data indicating potential fraud/abuse; to supervise staff effectively; and to recommend policy and procedural modifications.

 

QUALIFICATIONS GUIDE*

Licensure or Certification: None.

Education or Training: Graduation from a college or university with course work in business administration or a related field.

Level and Type of Experience: Extensive experience in a nutrition or other public health program which involved the coordination of the program's administrative activities.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
