Distinguishing Features of the Work

Plans, develops, organizes, and directs comprehensive programs for the non-medical habilitation of mentally retarded in a large training school and hospital; or serves as assistant to the director of a training and development center for behaviorally handicapped children.

The work involves planning, implementation, coordination and administration of training, educational and research programs, psychological services, activity therapy, social services and residential life programs. Responsibility is included for devising techniques for evaluating program effectiveness in terms of clinical results and therapeutic education achievements, for participation in the formulation of policy and goals for the institution, and for determining the direction of training and research activities. Responsibility is also included for planning and directing a community system of services and for assisting in the establishment of criteria for admission to programs. General direction is received from a Mental Hospital Director or Training Center Director in whose absence the incumbent may assume full administrative authority.

Examples of duties characteristic of positions in this class:

1. Develops, organizes, plans and directs a comprehensive program of education and training for students, parents and professional persons on the staff and in the community.

2. Assists director in reviewing and approving all proposed research. Supervises and coordinates the research programs.

3. Develops and coordinates all community related programs (parent training, workshops, group homes, etc.)

Participates in the selection of children to be enrolled in the

program.

Participates in and, in the absence of the director, conducts

staff conferences on behavior, program writing and

disposition

Teaches portion of the community education program, the in-service

training program and demonstration classes.

7. Assists the director in the selection of all staff personnel and participates in the formulation of personnel policies concerning the operation or the program.

8. Serves as liaison with surrounding colleges in setting up training affiliations. Meets with community organizations, school personnel and rehabilitation agencies.

9. As Chief Psychologist of the sanitarium, administers and directs psychological services which include diagnostic testing and psychotherapy. Participates in diagnostic staff conferences reporting the results of tests and suggesting forms of treatment.

 

Qualification Standards

Graduation from an accredited college or university with a doctorate degree in psychology, social work, special education or other academic discipline closely related to mental health, and four years of administrative and professional experience including program planning, development and implementation; administration of research programs; conducting workshops and teacher training in behavior modification; diagnostic testing; psychotherapy.

Additional experience may be substituted for education on an equivalent time basis provided no substitution is made for a master's degree.
