Distinguishing Features of the Work

Directs the residential programs in a hospital or the residential and non-medical habilitation programs in a training center for the mentally retarded and others with developmental disabilities.

The work includes planning, organizing, administering, coordinating, reviewing and evaluating the non-medical administration of residential and developmental programs of the institution. This includes participating in the development of policy recommendations for residential functions. Supervision is exercised through staff conferences with residential program supervisory personnel and review of their reports. The incumbent provides or arranges for assistance to those supervisors in developmental planning, program development and resolution of related problems as well as coordination of residential needs and programs with other institutional services. The director of the institution reviews and evaluates the work on the basis of the contribution of residential services to the realization of institutional goals.

Examples of duties characteristic of positions in this class:

1. Directs and coordinates residential programs and facilities for non-medical habilitation of the mentally retarded and others with developmental disabilities.

2. Directs and coordinates new residential program development, implementation and evaluation; attempts to resolve related problems which may arise and arranges for professional assistance where appropriate; coordinates with directors of other institutional services.

3. Directs, reviews, and evaluates in-service training and other training programs affecting residential programs.

4. Assists the institution's director in selection and assignment of residential staff and participates in formulation of institutional policy affecting staff.

5. Ensures proper preparation, maintenance, completion and prompt submission of required records; institutes special studies and reports at the request of the institution's director.

6. Reviews and makes recommendations on proposals concerning program development, facilities, supplies, equipment, budgets aud staff development.

7. May assist in community, education, research and other institution programs incidental to direction of residential programs.

 

Qualification Standards

Graduation from an accredited college or university with a master's degree in sociology, psychology, special education, rehabilitation or closely related clinical `'e7ds and four years of experience in a field relating to developmental disabilities. Additional graduate study may be substituted for up to two years of required experience on an equivalent time basis. Additional experience in the administration of residential programs for the developmentally disabled may be substituted for graduate college education on an equivalent time basis.

Thorough knowledge of principles, methods, techniques, ant practices involved in providing therapeutic and developmental services in residential facilities for the developmentally disabled, and of management and supervision. Ability to plan, organize, implement and direct residential programs; ability to work effectively and cooperatively with professional and administrative level institutional staff.
