Distinguishing Features of the Work

Directs the non-medical administrative and clinical functions of a major residential complex in a hospital or the residential program of a training center for the mentally retarded and others with developmental disabilities.

The work includes planning, directing, coordinating ant administering the functions of the complex and its various units for the purpose of effective delivery of therapeutic, developmental, and other services to residents. This includes responsibility for program planning and evaluation, budgeting, staff development and training, coordination with professional disciplines and allied institutional services, liaison with communities served, and supply and facilities logistics. Administrative supervision is exercised over resource personnel from appropriate professional disciplines and residential developmental program staffs. Technical or professional direction of the staff is provided by senior hospital staff members in the disciplines represented or by consultants. General supervision is received from a Training Center Mental Retardation Programs Director who evaluates the non-professional care, residents' welfare, adherence to institutional policy and functional effectiveness of the residential complex.

Examples of duties characteristic or positions in this class:

1. Develops, plans for, coordinates, and supervises a residential complex for therapeutic and developmental services to the mentally retarded and others with developmental disabilities.

2. Based on the results of ongoing evaluation techniques, plans improved procedures for the program, including the needed supplies, equipment, materials, and appropriate facilities, and provides for the required in-service training and development of the total staff as is appropriate.

3. Plans and implements programs designed to maximize the therapeutic effects of residency treatment through general management of living arrangements and basic ward routines and activities; makes periodic reports summarizing residential life program activities.

4. Coordinates the delivery of treatment activities professionals on the staff; supervises the delivery of such services through periodic review of resident progress; if technical questions arise, the matter is referred to the appropriate department head, hospital director, or consultant providing professional direction for the service involved.

5. Manages administrative operations for the complex; implements, as appropriate, procedures for dispersing residents served. Develops and maintains working relationships with volunteers groups; plans for and conducts programs of education in the community.

6. Supervises the development and implementation of individual resident program planning; participates in the selection of staff personnel; takes appropriate measures to insure that the environment is conducive to treatment and safety.

 

Qualification Standards

Graduation from an accredited college or university with a master's degree in sociology, psychology, special education, nursing, rehabilitation or closely related clinical disciplines and two years of experience in a field relating to developmental disabilities. Additional graduate study may be substituted for up to one year of the required experience on an equivalent time basis. Additional experience may be substituted for graduate college education on an equivalent time basis.

Extensive knowledge of the principles, methods, techniques and practices involved in providing residential therapeutic and developmental services, considerable knowledge of methods of management and supervision; ability to plan, organize, develop, implement and evaluate programmatic activities; ability to work effectively and cooperatively with professional and administrative level institutional staff, subordinates and community representatives.
