Distinguishing Features of the Work

Develops, implements, and supervises the therapeutic and development program of a living unit in a hospital or training center for the mentally retarded and/or others with developmental disabilities.

The work includes responsibility for planning, in conjunction with appropriate program staff, developmental programs designed to maximize the social, emotional and physical development of residents, supervising the implementation of these programs and evaluating results in the light of developmental goals. Residential program policy and procedure as well as the requirements of individual developmental plans are explained and interpreted to subordinates and professionals. Supervision is exercised over assistant program manager, team leaders, developmental technicians and aides. Responsibility may be included for planning and supervising developmental activities in the community served by the institution. General supervision is received from a Training Center Chief of Residential Programs who defines the institutional policy for developmental programs and provides professiona1 assistance on education, planning and related matters.

Examples of duties characteristic of positions in this class:

1. Plans, develops, organizes, implements and evaluates residential or community developmental programs.

2. Insures constructive activities and staffing coverage; aides in development and obtaining of resources needed by the teams and program staff; prepares study reports and coordinates work with other specialized professionals.

3. Interprets developmental requirements of the individual to medical and clinical administrative staff and participates in the design of individual developmental plans.

4. Assists with staff training and supervising the work of professionals, paraprofessionals, and volunteers.

Qualification Standards

Graduation from an accredited college or university with a bachelor's degree in sociology, human development, psychology, special education, nursing, rehabilitation or closely related clinical discipline, and three years of experience in a field relating to developmental disabilities; or a bachelor's degree which included courses in behavioral or social sciences and three years of experience in a field relating to developmental disabilities, at least two of which were a Training Center Assistant Program Manager or Training Center Team Leader. Graduate study may be substituted for up to two years of the required experience on an equivalent time basis. Additional experience may be substituted for college education on an equivalent time basis.

Considerable knowledge of principles and techniques or program planning, development and implementation, of human behavior and of principles; practices and techniques in the planning and implementation of developmental programs; ability to plan, organize, supervise and evaluate a residential living unit, to establish and maintain effective working relationships with subordinates, volunteers and professionals, and to communicate effectively orally and in writing.
