CLASS CONCEPT/FUNCTION

This is a single-position, agency unique class responsible for directing the program primarily concerned with coordinating the activities of the Department of Mental Health, Mental Retardation and Substance Abuse Services' facilities and the Community Services Boards (CSB), identifying and resolving conflicts between the two in each major disability area.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in developing procedures for allocating funds among the CSB and the major disability areas (mental health, mental retardation, and substance abuse). The work involves developing funding procedures which will identify how funds will be spent in categorized services and how much of each service will be purchased. The work also involves the identification of data needed to aid in planning and the creation of a reporting system which will assist in the early identification of problems and their quick resolution. The incumbent reviews reports from staff regarding contract performance, quarterly financial reports, and field visits, in order to identify problems, to resolve them, and to alert others of their existence. Conducts management studies of local operations as part of a team responsible for recommending improvements.

Supervision Given: Provides general direction to a professional staff who perform complex work providing technical assistance to the Community Services Boards.

Supervision Received: Receives general direction from the Assistant Commissioner for Program Support or other agency executive. Direction is received through staff meetings and through specific meetings requested by the supervisor or the incumbent when especially sensitive or controversial issues are concerned. Generally, the incumbent has broad authority to act in determining the procedures which will be used in developing performance contracts with the CSB in negotiating these contracts, and in monitoring their execution.

Scope: The directed office provides for general coordination among the state and community elements in the service system across the disability types.

Impact: Through its involvement in the budget and fiscal management activities, the position affects the nature and extent of services provided by the communities. Decisions made by the incumbent will determine if a specific action may be taken by a community.

Personal Contacts: The position has frequent contact with Executive Directors of the CSB in order to exchange information, interpret policies and procedures, and to negotiate agreements on operations and funding. It has less frequent contact (two to twelve times per year) with members of the state and local boards, local government officials (appointed and elected), state legislators, and representatives of other state and local agencies, in order to provide information in response to questions.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the organization, function, and coordination of state and local government, especially the CSB system; of the practices of fiscal management as they apply to human service programs which involve several funding sources.

Skills: None identified for this class.

Abilities: Demonstrated ability to obtain the cooperation of local government officials and to negotiate agreements, to explain the requirements and constraints which are imposed on activities and to analyze documents and events in order to identify problems and recommend solutions.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with courses related to administrative sciences.

Level and Type of Experience: Extensive experience in administration.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may be substituted for this education and experience.
