CLASS CONCEPT/FUNCTION

This is a single class series for positions which serve as directors of supervisory boards or commissions in implementing the goals and objectives of the entity. Positions direct administrative support, program operations, public education, fiscal management, employee relations, and program evaluation activities to sustain the work of the board/commission. Users of this class are executive level managers of organizational entities with limited administrative operations, and programmatic support responsibility focused on advocacy or human service activities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty which involves directing research, development, and evaluation of complex state and national issues to guide board/commission planning, advisory, advocacy and regulatory activities. The staff size supporting the board/commission requires that positions in this class have hands-on, technical involvement in mission, policy, program development, education, fiscal and operational activities. Positions typically serve as legislative and media liaisons, direct staff support, and regularly attend public meetings to monitor client interests. Positions supervise professional and technical staffs and perform the full range of supervisory duties.

Supervision Given: Positions direct the work of professional and technical staff who support and implement the goals, objectives, and strategies of policy making boards or commissions.

Supervision Received: Receives administrative direction from the board/commission Chair or other administrative executive. Work is reviewed to determine accomplishment of desired results and objectives.

Scope: Plans, implements, and evaluates functions which are essential to the operation, mission, and statutory mandates affecting special interest groups and clients.

Impact of Actions: Work affects the operation of the board/commission in terms of operational effectiveness and accomplishment of long-range goals, and fiscal accountability.

Personal Contacts: Frequent external and internal contact with legislators; clients and their representatives; citizen and special interest groups; federal, state, and local governmental agencies; non-profit organizations; and cabinet secretaries on issues such as policy interpretation and development, legislation monitoring, financial impact assessment, board program and issue coordination, information solicitation, and to the provision of status reports.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of board/commission functions; the administrative environment in which the board/commission functions; and the regulations, policies, and service delivery systems of human services organizations. Considerable knowledge of the technical fields supervised.

Skills: None identified for this class.

Abilities: Demonstrated ability to plan, direct, implement, and evaluate programs, organizational effectiveness and efficiency; supervise and evaluate the work of others; communicate effectively orally and in writing; analyze, interpret, and apply complex policy and regulations; analyze situations and problems and develop logical conclusions; manage multiple responsibilities; meet deadlines; and to establish and maintain effective work relationships.

 

QUALIFICATIONS GUIDE*

Licensees or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in human services, planning, public or business administration, or a related field.

Level and Type of Experience: Administrative management experience related to the preceding responsibilities.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.
