Positions allocated to this class function as chief administrators in large, diversified facilities that may include geriatric, psychiatric, and substance abuse units; children and adolescent centers; and medical-surgical and forensic services. These units and services are of sufficient size and scope that they could be separated from the parent institution, and still be equal to or larger than the smaller MH/MR facilities. The budgets and staffs of these facilities are in the top range of MH/MR facilities as a whole.

The support services administered are similar to those handled by the Administrators A and B, except that the scope and complexity involved necessitates increased reliance on the assistance of subordinate administrators and other supervisory personnel. Also, administrators at this level must provide many services through contractual or other outside support arrangements.
