CLASS CONCEPT/FUNCTION

This is the second class in the series of classes responsible for the administrative management of sponsored grant programs. Positions in this class manage these programs in an academic department or as a member of a central control unit for sponsored programs in a college, university, institution, or state agency. In a sponsor agency these positions manage the grant application, review, and award process for agency sponsored grant programs for multiple disciplines. This class is distinguished from the Grants Specialist class by the greater number and complexity of programs or research grants, the wider variety of contract stipulations, and/or the assignment of general administrative responsibilities associated with department operations. It is distinguished from the Grants Program Administrative Supervisor class by the latter's greater responsibility for administrative and supervisory functions.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty relating to sponsored grant administration, such as negotiating, evaluating, and managing contracts and grants; proposal review; and budget development and monitoring. Positions advise principal investigators or faculty in preparing and processing grant proposals; and review proposals for correct format and general compliance requirements. Duties include identifying funding sources; advising principal investigators, institutional or agency officials, and sponsoring agencies regarding contract interpretation and adherence to grant stipulations; ensuring compliance with terms and conditions of contract pertaining to effort reporting, expenditures, and personnel actions; and maintaining records on all grants administered. Prepares budgets and monitors expenditures by reviewing requisitions and approving for payment; calculating faculty and other salaries and fringe benefits; performing cost sharing analyses; maintaining all accounts; and preparing yearly projections, monthly statements, and other assigned reports. In a sponsor agency provides technical assistance and guidance to potential and approved grant recipients on grant proposal preparation and award administration; provides information on program planning as well as identification of funding sources; designs and presents workshops in these areas. Reviews grant applications for eligibility; oversees panel review process; makes recommendations on grant approval. Provides input into the formulation of agency policies, procedures, programs, and services and program guidelines; evaluates these programs and services. Identifies advisory panelists; orients, schedules, and oversees panelists; prepares reports.

 

Supervision Given: Positions in this class may provide general supervision to fiscal, accounting, office services, or other support staff. May train other staff in proposal preparation.

Supervision Received: Receives directions from a department head, program director, or other higher level administrative position.

Scope: Work affects the administration of a number of complex program or research grants with a variety of contract stipulations in a college, university, institution, or state agency.

Impact of Actions: Positions in this class have a considerable impact on the program's ability to provide effective grants management for the agency. Effective decision making facilitates the efficient and correct use of time, money, and resources. Errors may jeopardize funding from sponsoring agencies.

Personal Contacts: Frequent internal and external contacts with principal investigators, department heads, faculty, resource sponsoring agencies, agency personnel, and fiscal staff to provide grant and contract procedure information, negotiate funding sources and contracts, and to review fiscal and budget information.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of sponsored programs, grant management, accounting and business management, budget preparation procedures, and department administration. Working knowledge of contract law.

Skills: Working skill with personal computers.

Abilities: Demonstrated ability to interpret policy and procedures; to read and interpret contracts; to communicate effectively orally and in writing; to supervise the work of others; and to prepare budgets and monitor fiscal actions.

 

QUALIFICATIONS GUIDE*

License or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in business, public administration, accounting or a related field with course work in the assigned sponsor agency program.

Level and Type of Experience: Experience in a sponsored research or administrative program, with experience in a combination of functional areas related to the duties and responsibilities of the position.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.

This class was studied as a result of the statewide Classification Review/Specification Update program and replaces the Research Administrative Officer B class, effective November 1990.
