CLASS CONCEPT/FUNCTION

This is the third class and director level in the Grants Program Management series. Positions in this class are responsible for directing, negotiating, administering, and monitoring sponsored research programs at a major college or university. Positions are assigned to the central control unit for the university's sponsored research programs. This class is distinguished from the Research Program Administrative Manager class by its responsibility for functioning as the charge position responsible for coordinating and directing the university grant program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of the Work: Performs work of considerable difficulty

in directing a sponsored research program. Supervises and directs research grant staff to ensure that program activities are conducted in compliance with university, state, and federal fiscal and administrative requirements. Advises administrative faculty on requirements, implementation, and dissemination

of mandated procedures by federal, state, and private funding agencies. Approves and signs binding proposal solicitations and contractual terms and conditions for university grant and contract documents; reviews and negotiates complex sponsored program contracts in accordance with university policies and procedures; and develops policies and procedures which provide department heads, program directors, and sponsored research program managers and specialists with necessary guidelines for accurate and timely submission of grant and contract proposals. Disseminates detailed information concerning terms and requirements of sponsored programs so that research activities may be conducted within established limits, and that required fiscal and administrative reports may be prepared and submitted. Develops various systematic policies and procedures for the continuous monitoring of the status of each proposal and of each approved research program. Provides assistance to university officials in contacts with potential sponsors of new programs, in the coordination of research activities with other university affairs, and in review of grant proposals and contracts by other state agencies.

Supervision Given: Provides general direction to Grant Program Administrative Managers and Grants Program Specialists and Supervisors.

Supervision Received: Receives administrative direction from a

faculty administrator.

Scope: Work affects the effectiveness and success of the university's sponsored research grants program which in turn affects the university's financial state and research credibility.

Impact of Actions: Effective job performance enhances the university's ability to negotiate and obtain sponsors and funding for research. Effective operation and management of this program positively impacts the university's standing and credibility in research results. Errors can result in financial costs and loss of university credibility.

Personal Contacts: Frequent contact with grant sponsors, deans, department heads, faculty, and administrative officers to provide or obtain grant/contract information, negotiate grants/contracts, resolve problems, and to coordinate organizational activities.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of sponsored program administration; of business management practices and fiscal procedures; and of academic department research policies and procedures.

Abilities: Demonstrated ability to interpret, negotiate, and monitor comprehensive research contracts; to supervise the work of others; to work with faculty, university, state, federal and sponsoring agency representatives; and to communicate effectively orally and in writing.

OUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in public administration, accounting, business administration or a related field.

Level and Type of Experience: Extensive experience in managing sponsored research program administration.

An equivalent combination of training and experience including possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established in June 1989 as a result of the Classification Review/Specification Update Program and replaces the class Research Programs Administrative Director class.
