CLASS CONCEPT/FUNCTION

This is the second class and managerial level in the Grants Program Management series. Positions in this class are located in a central control unit for sponsored research programs at a major college or university and provide assistance to a Grants Program Administrative Director by managing administration, negotiation, and monitoring of sponsored research programs; or are located in a central agency responsible for federal grant administration and provide program planning, approval, monitoring, coordination, and review of federal grants to other state agencies, localities, and pilot projects. This class is distinguished from the Grants Program Supervisor class by the more complex level of grant administration involved as either assistant to a Grants Program Administrative Director or as a program manager in an agency overseeing federal grants administration for the state; it is also distinguished by the level of professional staff it supervises. This class is distinguished from the Grants Program Administrative Director class by the latter's responsibility for being the charge position which coordinates and directs a university's grants program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in the management of sponsored research programs or federal grants administration. Positions assigned to university central control units are responsible for pre-award activities, post-award activities, or a combination of those two areas. As assistant to a Grants Program Administrative Director, monitors the solicitation of grants and contracts; negotiates subsequent award;, distributes funding agency requirements; establishes necessary control procedures; and monitors compliance with procedures. Pre-award activities include conducting fiscal reviews of proposals to potential sponsors; negotiating acceptable terms and conditions in awards; preparing subcontracts and consulting agreements; and monitoring compliance. Post-ward activities include directing those functions; implementing, managing, and closing out all awards negotiated; and developing policies and procedures to ensure compliance with federal regulations for sponsored research programs. Analyzes spending patterns, other data and prepares reports. Conducts financial reconciliation at the end of the fiscal year; prepares data on awards to secure loans from the state where advanced funding is not provided; and prepares reports by sponsoring agencies for annual financial statement and develops indirect cost submission. As federal grants managers, positions direct staff in designing and developing systems for reporting requirements of federally funded programs. Coordinates with localities and reviews and approves all aspects of management information systems. Directs staff in assessing and evaluating program impact and effectiveness through statistical analysis; evaluates results; and analyzes and determines compliance to performance standards of federal grant guidelines. Provides technical assistance for federal grant recipients in the private sector, localities, or government agencies; coordinates services among state agencies, localities, and pilot projects. Develops data, writes reports, and tracks legislation related to federal grants; analyzes and interprets actions and makes recommendations. Develops priorities and procedures for program evaluation; directs staff in programmatic and fiscal compliance, including pre-award, review and approval process. Conducts compliance and post-award audit reviews; prepares financial reports for program accountability; interprets federal and state statutes, policy, and regulations; and recommends policies and procedures for the agency to improve program effectiveness. Monitors funding in pilot projects, localities, and other agencies from federal grants, as well as funds subcontracted.

Supervision Given: Provides general supervision to Grants Program Supervisors and specialists and to accounting, fiscal, and other support staff.

Supervision Received: Receives general direction from a Grants Program Administrative Director, faculty administrator, or other higher level administrator, deputy or director.

Scope: Work affects the management of the agency's or university's grant program administration which affects agencies, the private sector and localities statewide or the university's research programs respectively.

Impact of Actions: In a university, effective program management enhances the university's ability to negotiate and obtain sponsors and funding for research; the university's academic standing; and the credibility in research results. For federal grants managers, the work affects agencies, the private sector, and localities statewide by either positively or negatively impacting the effectiveness, compliance, and ability to secure continued federal funding for programs.

Personal Contacts: Frequent internal and external contacts with grant sponsors, deans, department heads, faculty, administrative officers, federal and state officials, and administrators from the private sector and national organizations to negotiate sponsored funding, share information, discuss contract requirements, provide technical assistance, and monitor compliance.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of sponsored research program management or federal grant administration, including pre- and post-award functions, academic research policies, and federal policy requirements. Considerable knowledge of business practices, financial monitoring, and accounting and reporting procedures. Working knowledge of automated systems for monitoring and reporting; and of principles of supervision.

Skills: None identified for this class.

Abilities: Demonstrated ability to supervise the work of management and fiscal staff; to interpret, apply and implement federal and state policies, guidelines, and regulations; to interpret and negotiate contract terms; to communicate effectively, both orally and in writing; to work with state and federal officials, administrators in both the public and private sector, faculty and sponsors; and to plan, implement and administer programs.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in pubic administration, business administration, accounting, or related field.

Level and Type of Experience: Considerable experience in managing sponsored research program administration or federal grant administration.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
