CLASS CONCEPT/FUNCTION

This is the first class and supervisory level in the Grants Program Management series. Positions in this class are responsible for the administrative supervision of comprehensive sponsored programs in a large academic department or a section in a central control unit for sponsored grant programs at a major college, university or other state agency. Positions supervise the activities of subordinate research administrative, clerical and support personnel, focusing on the fiscal and operational aspects of sustaining and continuing an effective and efficient sponsored grant program. This class is distinguished from the Grants Administrator class by its increased supervisory responsibility and its greater scope of responsibility to include the supervision of a comprehensive program in an academic department or a segment of a program at a large college, university or other state agency. It is distinguished from the Grants Program Administrative Manager class by the latter's more complex level of grant administration which involves functioning as either assistant to a Grants Program Administrative Director or as program manager in an agency overseeing federal grants administration for the state.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs supervisory work of moderate difficulty requiring the independent examination and analysis of a variety of fiscal and administra tive requirements associated with successful grant program supervision. The work typically involves conferring with principle investigators regarding the preparation of grant requests, progress reports, and stipulations of research contracts pertaining to expenditures, and the preparation of the budget portion of research proposals including the determination of methods of financing personnel and equipment costs. Positions provide on-site supervision to both administrative and clerical/support personnel engaged in the purchase, storage and inventory of all teaching and research equipment and supplies and the utilization of office, laboratory and classroom space.

Supervision Given: Provides general supervision to administrative and clerical/ support personnel.

Supervision Received: Receives directions from a Grants Program Administrative Manager, Grants Program Administrative Director or other agency or facility manager. Since the supervisors of this class are primarily engaged in overall agency-wide grant solicitation, planning and evaluation, positions in the Grants Program Administrative Supervisor class function independently with regard to day-to-day operational administrative decisions and day-to-day supervision of subordinate administrative staff and clerical/support personnel. Consultation with supervisor is expected only in setting long range goals and objectives and in unusual situations.

Scope: Activities affect the efforts of subordinate administrative and cleri cal/support personnel and the ability of staff to effectively conduct grant business within the prescribed jurisdiction of the component grant program.

Impact of Actions: Work facilitates the orderly and timely conduct of grant business and enables the procurement, disbursement, utilization and monitoring of goods and services necessary for successful research, which in turn helps assure continuing funding by sponsor. The need for accurate and complete records of results is important to insure continuing sponsorship. Failure to conduct grant business in a timely and orderly manner could adversely affect the research productivity. Inaccurate or incomplete records of results could jeopardize grant funding.

Personal Contacts: Frequent internal and external contacts with faculty, principle investigators and other institutional/agency administrators in planning, developing, submitting and processing grant requests; and with representatives of sponsoring agencies, state and university officials to coordinate the administrative operations of the grant and involves all aspects of grantsmanship.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of the supervisory and administrative principles, practices, procedures and techniques used to prepare, solicit, execute and administer a comprehensive sponsored grant program.

Skills: Working skill in the use of keyboards to access pertinent data from electronic automated data processing (ADP) information system.

Abilities: Demonstrated ability to independently perform a variety of complex administrative tasks associated with maintaining the fiscal integrity of a sponsored grant program; to write and solicit grants; to accurately record observations and results; and to effectively communicate with principle investigators, program sponsors, agency officials and project staff both orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in public administration, accounting, business administration, or a related field.

Level and Type of Experience: Sufficient experience in sponsored research programs or academic department administration to independently manage all administrative aspects of a comprehensive sponsored grant program.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established in June 1989 as a result of the statewide Classification Review/Specification Update Program and replaces the Research Administrative Officer C class.
