Distinguishing Features of the Work

Directs a major staff function or administrative unit of a large hospital and coordinates such function or unit with the medical services.

Administrative assistance at this level involves direction of hospital management functions of primary importance to the Hospital Director. Direction is exercised over a large operating service such as out-patient clinics, or affiliated units> or over a major staff function such as budget and finance. Positions at this level entail responsibility for active participation in conferences in which management problems are presented, remedial plans proposed and management policies decided upon. Incumbents are expected to keep abreast of developments in the field, and, with the approval of higher administrative levels, develop and initiate charges in systems and procedures for the organizational unit or staff service to which assigned. Regular conferences are held with the Hospital Director or Assistant Director for guidance on policy matters and to keep him informed of current and emerging problems.

 

Examples of duties characteristic of positions in this class:

1. Organizes and directs the administrative activities of an out-patient service consisting of a wide variety of clinics (35 or more) with a high attendance rate; supervises clinic schedules, procurement of supplies, and allocation of space; determines reporting and related administrative procedures; recommends the selection and training of non-medical personnel of the department.

2. Serves as administrative officer-in-charge of a large affiliated or branch unit of the hospital and coordinates its functions with those of the central organization; establishes and maintains standards, rules, and regulations within the framework of over-al1 policies.

3. In conference with department heads assembles information on estimated revenues and costs and prepares yearly budget for

approval of Hospital Director; maintains budgetary controls over hospital expenditures; reviews and analyzes monthly financial status reports of all activities of the hospital to determine whether expenditures are being kept within approved budgets; confers with pertinent department heads about requests for personnel, supplies, or equipment that would exceed the budgetary allotments; makes recommendations which generally control requests for transfer of funds from one activity to another or from one organizational unit to another; keeps Hospital Director informed as to financial status and trends in the operation of each organizational unit.

Receives patients or visitors and hears complaints and answers questions which have not been answered satisfactorily at lower administrative levels.

May serve as administrative office-in-charge in the absence of the Hospital Director or Assistant Director; or may be assigned to a functional or administrative problem in any area to make an analysis and recommendation.

 

Qualification Standards

Graduation from college, preferably with major studies in public business administration, supplemented by the completion of a prescribed program of studies and field work for hospital administrators and at least one year of supervisory or administrative or management experience may be substituted for education on an equivalent time basis.

Considerable knowledge of principles and practices of public administration, particularly as applied to hospital administration; knowledge of hospital organization and management procedures; ability to coordinate specific management functions with medical functions within a hospital; ability to organize and supervise the work of others.
