Distinguishing Features of the Work

Supervises a major phase of the over-all management program of a general, teaching hospital.

Work at this leve1 is performed with latitude for the exercise of discretion and independent judgment in the interpretation and application of management policies. The functions supervised are established but are less regulated by controls exercised by higher level administrative officers than those activities characteristic of the Hospital Administrative Assistant A level. Responsibility at this level is generally attached for the development of work standards; reporting procedures and the maintenance of administrative policies. Situations which involve policy deviations or controversial issues are referred to a higher administrative level.

Examples of duties characteristic of positions in this class:

1. Supervises admission and information activities, interviews patients or patient representatives who present financial problems to effect satisfactory credit arrangements; may prepare news releases about patients' condition., hospital activities, and future plans; hears complaints about space allotments, hospital costs and services, and attempts to correct misunderstandings; investigates incidents which give rise to complaints; and assists families in making plans and arrangements for the disposition of deceased patients.

2. Gathers data and analyzes administrative practices in an assigned operaticna1 area; studies procedures and work flow; develops and recommends for adoption plans and methods of improving the administrative processes in the area assigned.

3. Supervises immediately the day-to-day operations of an out-patient service with a wide variety of clinics and a high attendance rate; schedules clinics and provides space, equipment, and supplies; trains non-medical personnel of the department.

Establishes and maintains administrative controls over such activities as a day nursery, employee recreational facilities, and custody of medical records.

Qualification Standards

Graduation from college, preferably with major studies in business or public administration, and at least two years of experience in public administration, institutional management or related fields; completion of college supplemented by completion of a prescribed program of studies and field work for hospital administration and one year of experience in a related field. Additional experience of administrative nature may be substituted for education on an equivalent time basis.

Working knowledge of hospital organization and the principles, practices, and problems of hospital management; some knowledge of organization and methods analysis techniques; ability to outline and supervise the work of others.
