CLASS CONCEPT/FUNCTION

This is the supervisory level class in the Agency Management Analyst series of classes for positions that conduct agency organization and operations studies and recommend to management the most efficient and cost-effective methods of accomplishing work. Pos1tions in this class supervise and direct a unit engaged in activities to improve agency operations and general management decisions through researching and analyzing a wide range of data and alternatives to resolve organizational and operational problems and issues. Typical positions are assigned to the agency's centralized research, reporting, planning or data processing units. This class is distinguished from the Agency Management Lead Analyst class by the responsibility for managing a unit composed of multiple sections engaged in organizational and operational studies, activities and services.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty in directing and supervising the activities of a staff of management analysts engaged in organization and operations projects involving automated and manual processes to improve agency operations and general management decisions. Typical positions plan and manage projects or maintain ongoing programs with functions including productivity analysis, work measurement, caseload allocation, statistical reporting, staff allocation, cost-benefit analysis, policy and procedure evaluation, maintaining manual system adjunct to automated systems, operational audits, equ1pment utilization, and/or researching and resolving organizational and operational problems and issues; determine study objectives, establish resource needs, approve work plans, set and monitor target dates, review and approve final reports; develop and/or approve research methodologies and approaches on large-scale projects; recommend to management budgetary requirements for unit activities; serve as principal advisor to management in all areas related to management analysis, projects, studies and ongoing activities.

Supervision Given: Provides supervision to a staff of Agency Management Lead Analysts, Agency Management Analysts Senior, Agency Management Analysts and/or other professional/technical staff engaged in management analysis projects, studies and program evaluation.

Supervision Received: Administrative direction is received from a

higher level division director or other agency official.

Scope: Organization and operations projects, studies and related activities and services have impact on divisions and affect agency operations and effectiveness of management decisions.

Impact of Actions: Work has a direct and serious affect on management decisions related to overall agency operations in terms of efficient and effective utilization of time, money, staff, and other resources. Supervisory responsibilities have a direct impact on subordinate's ability to carry out management analysis activities and have a significant impact on improving or maintaining agency operations, activities or services.

Personal Contacts: Frequent contacts with agency managers on matters of significant importance as principal advisor on projects, and other activities related to the unit. Frequent contacts with vendors, other states, other state agencies, and local/federal government agencies to represent the agency on issues involving unit activities.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of organizational management and operation principles and practices and of research techniques and methodologies. Considerable knowledge of project management techniques, agency organization and functions and supervisory principles and techniques.

Skills: Considerable skill in operating microcomputer, minicomputer and/or mainframe applications as a research tool.

Abilities: Demonstrated ability to plan, organize and direct subordinate staff; plan, evaluate and implement large-scale projects; communicate effectively orally and in writing; and advise agency management on organizational management and operations issues.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university with major course work in business administration or related curriculum.

Level and Type of Experience: Experience at the supervisory level of management analysis or related work.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established in July, 1988 as a result of the statewide Classification Review/Specification Update Program and replaces the Methods and Procedures Supervisor class.
