CLASS CONCEPT/FUNCTION
This is the journey level class in the Agency Management Analyst series of classes for positions that conduct agency organization and operation studies and recommend to management the most efficient and cost-effective methods of accomplishing work. Positions in this class select and employ a variety of data collection techniques and apply diverse analytical and evaluation methods in conducting varied studies of agency operations and issues. Positions present findings and recommendations to agency management and assist in implementation, communication and training during conversion, reorganization and/or testing phases. Positions in this class may function as the single position to support an agency; or as a member of a centralized research, reporting, planning, or data processing unit or to another agency subdivision. This class is distinguished from the Agency Management Lead Analyst class by the responsibility of the Agency Management Lead Analyst to provide primary project leadership/management and to function with greater latitude in developing techniques and approaches to technical problems. This class is distinguished from the Agency Management Analyst class by the requirement for independent functioning; diversity of projects, analytical and evaluative procedures; and variety of approaches utilized in research, analysis, implementation and training.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: Performs work of moderate difficulty in conducting: projects involving automated and manual systems which include time, productivity, work measurement, caseload allocation, staffing, cost analysis, equipment utilization and other resource usage studies; organizational studies; organization change assessments; operations audits to ensure systems are being utilized as designed, functioning satisfactorily and using established methods and procedures of performing work in accordance with agency policy. Positions typically select from numerous technical procedures and approaches in the development of research methods, data gathering, surveying, and qualitative and quantitative analyses. Positions present to agency management through written or oral presentations and reports data collected, findings, conclusions and recommendations. Incumbents may assist in the implementation of

project recommendations for the user group by assessing training needs, conducting training, installing new systems, developing operating manuals and facilitating communications between the users and other groups.
Supervision Given: Supervision is typically not a factor.
Supervision Received: Receives directions from an Agency Management Lead Analyst, Agency Management Analyst Supervisor or other higher level employee who reviews completed project for compliance with general instructions and policies and for adequacy and logic of conclusions or recommendations. Assigned projects are handled independently with only occasional technical guidance received from the Agency Management Lead Analyst who leads the project.
Scope: Positions assigned to this class are responsible for a defined project or for a phase of a team's project whose results affect agency management decisions and facilitate systems which impact agency operations or organization.
Impact of Actions: Work recommendations and conclusions affect the accuracy and reliability of data used for agency management decisions and may have a moderate impact on the efficiency, cost effectiveness, and resource utilization throughout the agency or for specific agency operations.
Personal Contacts: Frequent internal contacts with agency employees on matters such as data gathering, information sharing, coordination or joint efforts and presentations. Infrequent contacts with other state agencies, federal/local government, other states, vendors, and the public to clarify, or seek information.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge: Working knowledge of organization management and operating principles and of research techniques and methodologies; data collection techniques, statistics, sampling methods, cost-benefit analysis; manpower planning and work measurement techniques; data processing system, applications and capabilities.
Skills: Considerable skill in operating microcomputer, minicomputer and/or mainframe applications as a resource tool.
Abilities: Demonstrated ability to conduct research projects and apply appropriate analytical and evaluative techniques independently or as a team member; formulate conclusions and recommendations; communicate effectively orally or in writing; and train others in new and changed procedures.

QUALIFICATIONS GUIDE*
Licenses or Certification: None.
Education or Training: Graduation from a college or university with major course work in business administration or related curriculum.
Level and Type of Experience: Experience in management analysis or related work activities.
An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.
CLASS HISTORY
This class was established in July, 1988 as a result of the statewide Classification Review/Specification Update Program and replaces the Methods and Procedures Analyst B class. Some positions allocated to this class were previously titled Highway Management Engineer A or Highway Management Engineer B.
