CLASS CONCEPT/FUNCTION

This is the entry level class in the Agency Management Analyst series of classes for positions that conduct agency organization and operations studies and recommend to management the most efficient and cost-effective methods of accomplishing work, utilizing resources and/or generating revenues. Positions in this class employ basic data collection techniques and apply prescribed analytical and evaluation methods in conducting specifically defined studies, portions of broader studies, or operating a narrowly defined management information system. Positions in this class may be assigned to a centralized research, reporting, planning or data processing unit or to another agency subdivision. This class is distinguished from the Agency Management Analyst Senior class by working under closer supervision on assignments which are specifically defined projects of limited diversity involving the application of prescribed analytical methods.

DISTINGUISHING FEATURES OF

THE WORK

: Performs work of routine difficulty and applies prescribed technique~s~~~~~3pproache' to data gathering, analyses, and evaluations. Documents findings, makes recommendations; and prepares management reports. The work may be characterized by the repetitive nature of the analysis, recurring nature of assignments, and/or the limited variety in the applied research methods. Positions research, analyze, document and develop new or revised procedures or sections of operating manuals; design or modify forms; research, compile, analyze and produce quantitative data; conduct organization studies of agency operations, examining structural relationships, staff requirements, workflow, productivity, efficiency and objectives. May perform estate location analysis, marketing research, and other resource studies. Some positions document and analyze manual and/or automated operations and recommend to management the integration of office automation into the agency's operations. May maintain and/or operate a narrowly defined management information system to include: formatting on-line screens, data descriptions and reports; writing user's manuals; documenting and responding to user problems; and training users in proper operation of system and equipment.

Supervision Given: Supervision is typically not a factor.

Supervision Received: Performs work under the genera1 supervision of an Agency Management Lead Analyst, Agency Management Analyst Supervisor or other higher level position. Work methods are prescribed by the supervisor, work plans and project objectives are predetermined prior to beginning assignments and work is reviewed for adherence to instructions, accuracy and completeness.

Scope: Positions in this class are responsible for a specific project in an agency subdivision or a narrowly defined portion of a broader study which crosses an agency subdivision or is agency wide.

Impact of Actions: Work recommendations and conclusions affect management decisions and may affect the accuracy and reliability of the analysis, recommendations and conclusions of a larger study.

Personal Contacts: Frequent contacts with agency employees and managers involve interviewing, written communications, information gathering and consultation on projects. Infrequent contacts with staff from other state agencies, federal/local government, other states, vendors and the public to clarify data, share or seek information.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Some knowledge of organization management and operation principles an o research techniques and methodologies; data collection and interviewing techniques, statistical analysis and interpretation and sampling methods and techniques; manpower planning strategies; a variety of standard business form styles and formats; data processing systems, applications and capabilities.

Skills: Working skill in the operation of the microcomputer, minicomputer and/or mainframe applications as a resource tool.

Abilities: Demonstrated ability to communicate effectively both orally and in writing; read, explain, and apply policies, procedures and regulations; research, compile, analyze, and make recommendations; and establish and maintain effective work relationships with other employees and managers.

Education or Training: Graduation from a college or university with major course work in business administration or related curriculum.

Level and Type of Experience: None required for entrance into this class.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established in July, 1988 as a result of the statewide Classification Review/Specification Update Program and replaces the Methods and Procedures Analyst A class.
