CLASS CONCEPT/FUNCTION
This is the third and director level class in the Policy and Planning Management series that manages and directs large scale policy and planning functions for an agency. Positions direct the development of multi-biennial plans, state policies, regulations and legislative proposals, manage complex research and evaluation activities and may supervise other agency programs not directly related to policy and planning. This class is distinguished from the Policy and Planning Manager class by the multiplicity of programs managed and staffed with specialty professionals.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: Positions in this class perform work of unusual difficulty in directing research, development, implementation, and evaluation of complex local, state and national issues which affect policies, plans, regulations and legislation. The work involves negotiating the content of plans and direction of policy; directing diverse research initiatives; developing data bases for economic forecasting; providing technical consultation to institutions operated or licensed by the agency; directing regulatory and emergency medical services programs; organizing and conducting public hearings on subjects related to the agency; directing program evaluation functions; setting performance standards for an agency's institutions; and directing an array of special planning, policy or research projects critical to an agency's mission. May manage other agency programs involving a special initiative or program areas. Directs the agency regulations process to ensure development and review in accordance with the Administrative Process Act. Positions in this class are responsible for planning and establishing unit goals, objectives and priorities; planning budget and resource management; directing activities to accomplish goals and objectives; and directing and evaluating staff.
Supervision Given: Provides directions to a professional and technical staff engaged in program planning, evaluation, regulatory, economic and research projects, to include Planning Directors, Economists, Planners, Senior Planners, Policy Analysts, Supervisors and Managers, Emergency Medical Services Directors, and Medical Facilities Directors.
Supervision Received: Receives directions from an agency head or deputy agency head in the establishment of long-term goals and program objectives.
Scope: Positions in his class direct complex policy, legislative, research and regulatory programs that are agency-wide, state-wide and, possibly international in nature.
Impact of Actions: Recommendations and conclusions regarding policies, procedures, legislative proposals and plans seriously affect the management of any of the agency programs and operations. Errors may result in excessive costs to the agency. Effective management and professional development of staff result in the development of efficient and effective policies which direct the agency toward achievement of goals.
Personal Contacts: Frequent internal and external contacts with agency management and other state, federal and local government officials to communicate, plan and direct policy and legislative analysis activities; and with client groups, media representatives, legislative staff members, research institution staff, special interest groups, and private industry representative to discuss agency programs and operations which affect service to the public.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge: Comprehensive knowledge of agency organizational functions, policy analysis, planning cycles, and systems; of research techniques and methodologies; of project management techniques; of policy development techniques; and of management principles and practices. Working knowledge of the capabilities of the microcomputer minicomputer, and/or mainframe computer applications as a resource tool.

Abilities: Demonstrated ability to define large scale problems of unusual complexity and identify solutions; to organize and direct a combination of agency functions; to communicate effectively orally and in writing; to supervise and evaluate others; to analyze related and unrelated situations in order to draw conclusions and diverse solutions alternatives and recommendations; establish and maintain effective work relationships; and to handle multiple assignments with critical deadlines.
QUALIFICATIONS GUIDE*
Licenses or Certification: None.
Education or Training: Graduation from an accredited college or university with major course work in planning, public or business administration, operations research, geography, civil engineering, or a related field.
Level and Type of Experience: Progressively responsible experience managing planning, policy, research or related work to include planning experience in a field of work related to the assignment.
An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.
CLASS HISTORY
This class was established in June, 1990, as a result of the Classification Review/ Specification Update Program. It replaces the Policy Office Director, Water Control Policy Analysis Director, Health, Planning Research and Evaluation Director, and single positions in a variety of agency-unique classes.
