CLASS CONCEPT/FUNCTION

This is the second class in the Policy and Planning Management series that supervises or manages others conducting advanced analyses and evaluations to develop complex agency and state policies, multi-biennial plans, procedures, regulations and legislative proposals. Positions in this class manage an agency-wide policy and planning function or serve as principle assistant to a Policy Analyst Director in a comprehensive and centralized policy analysis and development program. This class is distinguished from the Policy and Planning Supervisor class which functions as the first line supervisor over a group of professional positions performing policy and planning analyses. It is distinguished from the Policy and Planning Director by the latter's responsibility to direct policy, planning, legislation, research, and program evaluation functions and other diverse agency programs.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable complexity involved in managing the agency's policy analysis, planning and development functions in the review, analysis, evaluation and development of agency-wide policy, multi-biennial plans, procedures, regulations and legislation. Manages the resources of the unit by developing and recommending the operating budget; recruiting and selecting staff; recommending changes in resource allocation, staff needs and workload adjustments. Manages staff through the development of performance standards, conducting performance evaluations, initiating disciplinary actions and delegating and reviewing technical and administrative activities. Plans, develops, and maintains the agency regulations process by reviewing and approving proposals for technical consistency, facilitating the requirements of the Administrative Process Act, and determining the need for revisions. Reviews and approves impact statements. Serves as spokesperson and liaison on policy, regulatory or legislative matters by interpreting department programs, concerns, issues, and proposals to regulated entities, governmental agencies, client groups, legislative bodies, boards and the public. Oversees the development of study methodologies, determines project objectives, approves work plans and final products. Studies involve policy analysis, program evaluation and development, development of long-range plans, and assessing their impact on economic, environmental and programmatic areas.

Supervision Given: Positions in this class manage a policy unit consisting of Policy Analysts, Planners, Senior Planners, Policy and Planning Supervisors and other professional and support staff.

Supervision Received: Receives administrative direction from an agency head, other executive management or a Policy and Planning Director.

Scope: Positions in this class plan and develop policies, plans and regulations that affect operational, administrative and/or legislative activities agency-wide, the services and clients of the agency, and agency goals, objectives and programs.

Impact of Actions: Recommendations and conclusions regarding policies, plans, procedures, legislative proposals and plans seriously affect the management of any of the agency programs and operations. Errors may result in excessive costs to the agency. Effective management and professional development of staff result in the development of efficient and effective policies and plans which direct the agency toward achievement of goals.

Personal Contacts: Frequent internal and external contacts with agency management and other federal, state and local government officials to communicate, plan and manage policy, planning and legislative analysis activities; and with client groups, media representatives, legislative staff members, research institution staff, special interest groups, and private industry representatives to discuss agency programs and operations which affect service to the public.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of policy analysis, long-range plan development, the legislative process and practices, and research and evaluative techniques; organizational theories, principles and practices; program planning; and laws and regulations affecting agency programs. Some knowledge of budget, fiscal human resource and public sector management.

Skills: None identified for this class.

Abilities: Demonstrated ability to direct an agency policy, planning and legislative process; to develop solutions and recommendations for appropriate action; communicate effectively orally and in writing; to draft regulations, legislation and policy statements; work effectively with agency management, state officials, legislative bodies, policy boards and other non governmental groups; and to organize and direct staff.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in public administration, business administration, or a related field.

Level and Type of Experience: Considerable experience conducting policy development, long-range planning and legislative analysis; experience in public sector environment or related field; and some supervisory experience.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.

 

 

CLASS HISTORY

This class was established in June, 1990, as a result of the statewide Classification Review/Specification Update Program. This class replaces Mines, Minerals and Energy Policy Director, Agriculture Policy Analysis and Development Director, Waste Management Policy and Planning Director, Planning Manager, State Policy Planning Director, Health Planning Director, Water Resources Planning Director, DMV Planning and Development Manager, and Social Services Planning and Analysis Manager classes.
