CLASS CONCEPT/FUNCTION
This is the second and expert level class in the Policy Analyst series that conducts advanced analyses and evaluations, and develops complex agency and state policies, procedures, regulation, and legislative proposals. Positions in this class review the work of others or are the single charge position for legislation, policy analysis and public relations matters, and reviewing and preparing policy recommendations, economic and operational impact assessments, and analyses of existing and proposed local, state and federal legislation and regulations. Positions are assigned to a centralized policy analysis and development unit engaged in agency-wide analyses. This class is distinguished from the Policy Analyst class by its responsibility for the agency's policy analysis and public relations programs.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: Performs work of unusual difficulty involving planning, scheduling and overseeing the analysis, evaluating and drafting policies, legislation and regulatory proposals, and economic and operational impact assessments. Assigns, schedules, reviews and approves projects; writes performance standards; and conducts performance evaluations. Serves as liaison with federal, state and local agencies, legislative bodies, boards and client groups by and answering questions regarding policies, procedures, regulations and legislation, coordinating various resources concerning environmental or community matters. Oversees the development of procedures, position papers and/or draft policies, regulations and legislation; conducts technical and policy analyses of proposed or pending legislation and regulations which could affect any of the programs of the agency; provides policy and technical assistance in the evaluation and development of new programs; analyzes information from a variety of sources related to agency issues and programs; designs, conducts and/or reviews, research projects related to agency programs and activities; prepares, reviews, and approves agency impact statements; and researches, drafts and/or reviews responses prepared on behalf of the agency head, cabinet secretary, and other state officials. Positions may serve as a lead or single charge specialist in various aspects of agency policy administration and in the development of agency regulations, legislation, and public relations matters. Oversees developing and amending of regulations in compliance with state and regulatory requirements.
Supervision Given: Positions in this class may supervise a staff of Policy Analysts and other support staff or serve as a team leader leading studies which are interdisciplinary in nature.
Supervision Received: Receives general direction from an agency head, other agency executive management position.
Scope: Positions in this class affect agency-wide operational, administrative and/or legislative activities and services which affect the agency and its clientele.
Impact of Actions: Policies, procedures, legislative proposals and plans produced have a serious affect on the long-term interests of the Commonwealth and costs associated with agency processes or services. Effective supervisory decisions positively affect the performance of subordinate Policy Analysts. Errors could result in the development of inefficient policies and procedures which may inhibit the achievement of agency goals and the delivery of services.
Personal Contacts: Frequent internal and external contacts with officials from federal, state and local government agencies; client groups; legislative staff members; research institution staffs; special interest groups; and private industry representatives to discuss agency programs and operations which may also affect service to the public.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge: Comprehensive knowledge of policy analysis, legislative practices, research and evaluative techniques, and organizational components and services; considerable knowledge of the programs, laws, regulations of the agency; and working knowledge of supervisory techniques.

Abilities: Demonstrated ability to conduct and report analyses; to conduct independent research; to analyze, interpret and apply regulations, procedures and legislative proposals and mandates; to supervise others; to communicate effectively orally and in writing; to draft legislation and policy statements; and to serve as liaison to, and work with, diverse groups of people.
QUALIFICATIONS GUIDE*
Licenses or Certification: None.
Education or Training: Graduation from an accredited college or university with major course work in public or business administration or a related field.
Level and Type of Experience: Considerable experience involving analytical, project management, or related work. Some experience in supervising others.
An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.

This class was established in June, 1990, as a result of the statewide Classification Review/Specification Update Program. This class replaces State Tax Policy Analyst B.
