CLASS CONCEPT/FUNCTION
This management level class is responsible for a statewide vehicle and equipment utilization program. Positions in this class specialize in either highway equipment or passenger vehicle utilization and are responsible for developing, monitoring, and updating a statewide program which determines the efficiency of highway equipment or motor vehicle usage; determining the effectiveness of divisional operating policies, procedures and methods; and recommending the amount and type of equipment to be purchased annually by the agency. These positions develop methods and policies to enhance efficiency effectiveness and economy.
DISTINGUISHING FEATURES OF THE WORK
Complexitv of Work: Performs work of considerable difficulty involving the analysis of a wide variety of information regarding the utilization of highway equipment such as light and heavy trucks, motor graders, cranes and grade-alls, or passenger type motor vehicles. Based on this analysis, statewide operational policies. procedures and practices are created, and the annual multi-million dollar new and replacement equipment or vehicle budget is developed. Positions in this class perform research into the implementation of alternative operational techniques maintenance criterion and replacement formulas.
Supervision Given: Provides technical supervision to district equipment personnel and state agency transportation officers regarding policies, procedures and budget preparation. May also provide direct supervision to subordinate staff in these areas.
Supervision Received: Receives general direction from a department
administrator.
Scope: Positions in this class plan, develop and carry out a statewide program which directly affects the field operations of the agency through the purchase, assignment and use of highway equipment or passenger vehicles.

Impact of Actions: The work has a serious impact on agency operations and costs. the purchase and assignment of equipment or passenger vehicles as well as the development and implementation of policies and procedures relating to equipment or passenger vehicles maintenance repair and utilization directly affects costs to the agency in terms of time, money and productivity.
Personal Contacts: Frequent contacts with field managers such as District Engineers and Resident Engineers or state agency transportation officers involving the determination of equipment or motor vehicle needs and resolution of problems associated with effective equipment or motor vehicle utilization.
KNOWLEDGE SKILLS AND ABILITIES
Knowledge: Considerable knowledge of the principles and techniques of cost accounting; industrial engineering concepts and methodologies; a wide variety of construction equipment and its uses; and a variety of data processing software and its uses.
Skills: None identified for this class.
Abilities: Demonstrated ability to communicate cd early and concisely both orally and in writing; to analyze data and develop plans and strategies which resolve problems and improve rove productivity; and to resolve conflicts and work effectively with all levels in the agency.
QUALIFICATION GUIDE*
Licenses or Certification: Valid Virginia operator's license.
Education or Training: Graduation from an accredited college or university with course work in industrial engineering, accounting, business or a related field.
Level and Type of Experience: Progressively responsible experience in heavy equipment or passenger vehicle (depending upon specialty area) purchasing and repair operations which involves the direction of multi-discipline programs.
An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

CLASS HISIORY
This class was established in April 1987 to develop, monitor and update an equipment needs program due to the expanded construction program. It was revised in December 1987 to expand its use to a similar specialty area, and was edited and validated in April 1989 as a result of the Classification Review/Specification Update Program.
