CLASS CONCEPT/FUNCTION
This is the third class and second managerial level in a series of classes which manage or supervise traffic, parking, transportation, and related programs within an educational institution. Positions in this class are responsible for managing all aspects of a program at a major educational institution which includes a complex parking system, multi-level parking facilities, charter transportation services, motor pools, parking enforcement, decal sales, and fine collection. This class is distinguished from the Institutional Traffic and Parking Manager class by its responsibility for managing all aspects of a larger, more complex traffic and parking program.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: Performs work of considerable difficulty. Through the supervision of staff, positions manage a large number of multi-location parking lots; coordinate special event parking; establish methods for vehicle registration and enforcement; and manage a sales and collection program, appeals and policy committees, multi-level parking facilities, and/or motor pool and vehicle maintenance programs. Positions manage the collection of revenues in excess of a million dollars in generated funds from decal sales, fine collection and meter tees; and are responsible for accounting for these funds in accordance with standard accounting practices. Additional duties include conducting assessments of parking and/or transportation needs; designing traffic and parking patterns to enhance land use and accessibility; coordinating programs with city bus and rail services; and managing the photo identification system. Positions may devote a portion of time to supervising related administrative programs such as Campus Event Information Services and automated directory systems.
Supervision Given: Positions provide direction/general direction to Institutional Traffic and Parking Supervisors and Managers, and are ultimately accountable for all positions assigned to the traffic and parking program.
Supervision Received: Receives general direction from a higher level faculty, business management or general administrative position.

Scope: Work activities affect all parking, traffic and transportation services within the institution.
Impact of Actions: Accessible parking with clearly displayed regulations directly affect all students, faculty and visitors at an educational institution and have an affect on student morale, campus operations and public image.
Personal Contacts: Positions have frequent internal and external contact with surrounding cities or counties, service organizations, university offices, campus police, and equipment vendors to coordinate normal or special event parking, resolve traffic flow problems, ensure vehicle maintenance and off campus transportation services. Occasional internal and external contacts with students, staff, and visitors to resolve individual or group traffic and parking Issues.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge: Considerable knowledge of university/college policies related to the program; of general accounting principles; of vehicle maintenance requirements; and of transportation needs. Working knowledge of supervisory principles and practices; of Commonwealth traffic laws and roadway regulatory policies; and of parking facility design and traffic engineering principles.
Skills: None identified for this class.
Abilities: Demonstrated ability to mediate disputes; to evaluate current transportation systems; to forecast future agency traffic and parking needs; to manage large scale programs; to supervise staff; and to manage automated traffic and parking systems.
QUALIFICATIONS GUIDE*
License or Certification: None.
Education or Training: Graduation from an accredited college or university with course work in business administration or a related field.
Level and Type of Experience: Considerable experience related to traffic/parking programs which included extensive public contact, funds management, and supervision.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
