CLASS CONCEPT/FUNCTION

This is the second class and first managerial level in a series of classes which manage or supervise traffic, parking, transportation and related programs within an educational institution. Positions in this class supervise all aspects of the program at small to medium sized colleges or universities where parking, traffic and transportation demands are moderate. Positions in this class may also function as chief assistant to an Institutional Traffic and Parking Manager Senior and have responsibility for several areas of a large, complex operation. This class is distinguished from the Institutional Traffic and Parking Supervisor class by the greater operational responsibility to include either all or several areas of the traffic and parking operation. It is distinguished from the Institutional Traffic and Parking Manager Senior class which is responsible for all areas of a larger, more complex program at a major educational institution.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty. Positions are either responsible for supervising and coordinating parking enforcement practices, the motor pool, lot management, vehicle registration, fine assessment, the parking appeals committee, decal sales, special event parking, and vehicle and lot maintenance programs; or positions are responsible for supervising a combination of these services when functioning as chief assistant to a senior manager in a larger, more complex program. Duties also include preparing and managing budgets for the program; and developing policies and procedures for regulating traffic flow, and parking and transportation activities. Positions manage staff; resolve complaints; and supervise the collection of fines and other revenue.

Supervision Given: Positions typically provide direction to clerical personnel, grounds personnel and/or Institutional Traffic and Parking Supervisors.

Supervision Received: Positions receive general direction from a faculty member, Institutional Traffic and Parking Manager Senior, or a higher level general administrator.

Scope: Work activities affect all or several segments of parking, traffic and/or transportation services within the institution which in turn affects faculty, students and visitors.

Impact of Actions: Accessible parking and clearly displayed regulations directly affect students, faculty and visitors and can have a direct affect on student morale, campus operations and public image. Ineffective job performance results in restricted accessibility to campus by staff, faculty, students, visitors, vendors, and customers which in turn negatively impacts goodwill toward the agency.

Personal Contacts: Positions have frequent internal and external contact with students, faculty, the general public, visitors, staff, individuals from surrounding counties/cities, and college/university personnel to coordinate normal or special event parking, resolve traffic flow problems and provide information regarding transportation services.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of university/college policies the traffic/parking program; of supervisory and general accounting principles; of vehicle maintenance requirements; and of parking and transportation needs. Some knowledge of parking lot design, traffic engineering principles, and of Commonwealth traffic laws and roadway regulatory policies.

Skills: None.

Abilities: Ability to deal tactfully with people; to supervise the work of others; to monitor and account for moneys collected; to coordinate several operational areas; and to use automated traffic and parking systems.

 

QUALIFICATIONS GUIDE*

License or Certification: None.

Experience and Training: Experience in a position involving the coordination and oversight of parking or traffic operations which included extensive public contact and funds management.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.

 

CLASS HISTORY

This class was established in April 1989 as part of the Classification Review/Specification Update program and replaces the University Traffic and Parking Manager B class.
