CLASS CONCEPT/FUNCTION

This is the first class and supervisory level in a series of classes which manage or supervise traffic, parking, transportation and/or related programs within an educational institution. Positions in this class supervise a segment of a large, complex program such as registration and violation, decal sales, traffic appeals, paid parking services, motor pools and transportation services or vehicle maintenance. This class is distinguished from the Institutional Traffic and Parking Manager class by its responsibility to supervise one segment of a traffic and parking program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs supervisory work of moderate difficulty. Positions supervise the operations within a segment of the overall traffic/parking program. Depending upon the area of assignment, positions coordinate parking enforcement activities and staffing; supervise lot maintenance, customer service, and automated traffic and parking systems; coordinate vehicle maintenance requirements; diagnose mechanical problems; ensure vehicles are inspected in accordance with State law; supervise motor pools and on/off campus transportation service; schedule services; review and make decisions regarding citation appeals; check parking facilities for signs and maintenance needs; supervise purchasing or financial records for area of assignment; collect fines; monitor contracts; provide on-site supervision of special event parking; issue citations; and/or assign parking spaces. Duties may be campus-wide, but are specialized. Supervisory responsibilities include assigning and reviewing work, providing direction, and conducting performance evaluations.

Supervision Given: Positions typically provide immediate supervision to clerical, maintenance or security personnel who administratively support the assigned segment of the traffic/parking program.

Supervision Received: Receives directions from an Institutional Traffic and Parking Supervisor Manager, Manager Senior or higher level general administrator.

Scope: Work affects a segment of the overall traffic and parking program. While some assignments affect the entire campus, they are specialized and limited to one aspect of the traffic/parking operation.

Impact of Actions: Effective job performance enhances the overall productivity, efficiency, and effectiveness of the assigned program area and positively affects the traffic/parking services provided to students, faculty and visitors. Ineffective decisions result in restricted accessibility to the campus by staff, faculty, students, parents and vendors and can negatively affect visitors' perception of the institution.

Personal Contacts: Frequent internal contacts with administrators and institutional department heads, and infrequent external contacts with Division of Motor Vehicles and State Police personnel, students, and the general public to coordinate and resolve issues within the area of assignment.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of university/college policies related to the overall program of cash receipt management; of vehicle maintenance requirements; and of the educational institution's parking needs. Some knowledge of supervisory principles; and of Commonwealth traffic laws and roadway regulatory statutes.

Skills: Skilled at diagnosing mechanical automotive problems and performing simple vehicle maintenance.

Abilities: Demonstrated ability to deal tactfully with people; to supervise others, to audit cash collection) to operate cash registers; and to use automated traffic and parking management systems.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Valid Virginia driver's license.

Education or Training: High school graduation or equivalent with additional training in traffic or parking management.

Level and Type of Experience: Experience in motor pool operations, directing traffic, or in parking lot operations.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

This class was revised in April 1989 as part of the statewide Classification Review/Specification Update Program and replaces the University Traffic and Parking Manager A class.
