CLASS CONCEPT/FUNCTION
This is the director level class in the Administrative Support-Field series. Positions in this class plan, review and evaluate the financial and administrative operations of several satellite or geographically dispersed agency sub-units within a geographically defined area to ensure consistency of application and compliance lance with state and agency policies and procedures. Coordinates a combination of general administrative functions such as personnel, budget, purchasing, accounting, information systems and facilities management. This class is distinguished from the Administrative Support Manager Senior-Field class by the requirement to coordinate administrative operations among several satellite units which are controlled by a central agency.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: Performs work of considerable difficulty which involves overseeing the administrative, personnel, financial and business management activities for two or more geographically dispersed agency sub-units. Typical duties include allocating funds and staff; reviewing and monitoring budgets, collected revenues and expenditures; and reviewing personnel, purchasing and facilities management requests to ensure that sub-units are utilizing funds and staff appropriately and are complying with established policies and procedures. Performs general administrative functions and evaluates each sub-units' progress toward meeting established goals and objectives by conducting on-site reviews of administrative operations in order to ensure efficiency and effectiveness of operations, compliance with agency and state policies and regulations, and consistency in administration of objectives across all units.
Supervision Given: Provides technical supervision to Administrative Support Managers-Field, Administrative Support Managers Senior-Field, or other administrative managers that are responsible for managing administrative functions of satellite offices which are controlled by a central agency. May also provide direct supervision to a small administrative and office services staff.

Supervision Received: Receives administrative direction from a Medical Program Director or other higher level administrator. Positions work independently and consultation with the supervisor is expected only when significant problems arise or when establishing or revising the goals and objective of the unit.
Scope: Positions coordinate and evaluate administrative functions for a number of units s within a geographically defined area. Decisions affect the well-being of the public, the quality of services provided, and the effectiveness of employees and programs within the working unit.
Impact of Actions: Decisions impact on the proper use of funds, staff and other resources; and program efficiency, effectiveness and compliance. Technical guidance provided has a direct bearing on the accomplishment of established goals and objectives.
Personal Contacts: Frequent contacts with agency managers and employees to provide technical guidance or obtain information; frequent contact with local government officials and various groups, committees and organizations to promote or present services or programs supported.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge: Considerable knowledge of business management, finance, procurement and personnel. Considerable knowledge of administrative policies and regulations: and of applicable federal, state and agency policies.

Abilities: Demonstrated ability to direct a variety of administrative functions across several organizational units; to plan, review and evaluate administrative operations and resources; to analyze and interpret needs; and to communicate effectively orally and in writing.
QUALIFICATIONS_GUIDE*

Education or Training: Graduation from an accredited college or university with course work in business, public administration or a related field.

Level and Type of Experience: Progressively responsible administrative management experience including supervision of staff and responsibility for planning and evaluating administrative programs or some combination of specialized administrative areas such as personnel, procurement and contracting, budget, accounting and facilities management.
An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
CLASS HISTORY
This class was established in July, 1988 as a result of the
Classification Review/Specification Update Program. This class replaces the Health Region Administrative Manager class.
