CLASS CONCEPT/FUNCTION

This class is the second managerial level in the Administrative Support - Field series. Positions in this class plan, develop and manage the financial and administrative support services within a satellite or geographically dispersed agency subunit of substantial financial and administrative scope and complexity. These positions are found in units which support and are controlled by a central agency. Positions manage general administrative functions involving personnel, purchasing, facilities management and other functions in support of client based programs. This class is distinguished from the Administrative Support Manager - Field class by the greater scope, diversity and complexity of functions managed typically denoted by supervision of professional and administrative staff who supervise administrative and/or non-administrative programmatic areas such as pharmacy, laboratory, radiology or other agency programs which are client or service oriented. This class is distinguished from the Administrative Support Coordinator - Field class by the latter's requirement to coordinate the adminis trative operations of several satellite units to ensure consistency of appli cation and compliance with state and agency policies and procedures.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate complexity which requires over seeing the general administrative functions of a satellite unit. Positions in this class plan, develop and direct a variety of administrative areas such as budget, accounting, personnel, information systems, procurement, contracts and facilities management in support of client based programs. Positions also provide administrative support for nonadministrative programs such as pharmacy, laboratory and radiology programs. Typical duties include overseeing prepara tion and administration of budgets within the satellite unit, monitoring revenues and expenditures to insure budget limitations are maintained, confer ring with directors and supervisors regarding available resources to determine course of action in carrying out programs, managing the daily upkeep of facili ties within the unit, approving requisitions for supplies and equipment, providing technical support for the development of administrative objectives, evaluating staff performance, and negotiating contracts for services.

Supervision Given: Directs the work of office services, professional and administrative staff who, in turn, supervise or perform the various administra tive and programmatic functions.

Supervision Received: Receives general directions from a Public Health Officer or other agency official. Positions perform work within established policy and stated goals.

Scope: Manages all aspects of the general administrative functions of a satel lite unit. Also manages one or more nonadministrative programs affecting the well-being of employees, the public and the effectiveness of multiple programs. Work involves a variety of functions including personnel, procurement, budget, accounting and facilities management.

Impact of Actions: Work directly impacts on the field unit's ability to provide fiscal and human resources, and other administrative services to the supported client based programs.

Personal Contacts: Frequent contact with employees and agency managers to explain or obtain information on programs, policies and goals; frequent contact with the public, local government officials, community agencies and various organizations to promote or present programs, or to discuss administrative matters.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of the principles and practices of business administration and finance, procurement, contracting, personnel and facilities management. Working knowledge of applicable laws, policies and procedures.

Skills: None identified for this class.

Abilities: Demonstrated ability to manage and supervise programmatically diverse staff and functions, and to communicate effectively orally and in writing.

 

 

 

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in business, public administration or a related field.

Level and Type of Experience: Experience in administrative management including supervision of staff and responsibility for planning and implementing an admin istrative program or a combination of administrative areas such as personnel, procurement and contracting, budget, accounting and facilities management.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established in July, 1988 as a result of the Statewide Classifi cation Review/Specification Update Program. This class replaces the Health District Administrative Manager B class.
