CLASS CONCEPT/FUNCTION
This class is the first managerial level in the Administrative Support-Field series. Positions in this class plan, develop and manage all the financial and administrative support services within a satellite or geographically dispersed agency sub-unit which is controlled by a central agency. Positions manage general administrative activities in support of client based programs. Responsibilities include fiscal, personnel, purchasing and facilities management functions. This class is distinguished from the Administrative Support Manager Assistant-Field class by the requirement to serve as the charge position for management of administrative functions. This class is distinguished from the Administrative Support Manager Senior-Field class by the latters responsibility to manage functions of greater scope, diversity and complexity typically denoted by supervision of professional and administrative staff who supervise other administrative and/or non-administrative programmatic areas such as pharmacy, laboratory, radiology or other agency programs which are client or service oriented.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: Performs work of moderate complexity to ensure that all general administrative functions of the sub-unit are provided in a cost effective manner within established policies and procedures. Positions plan, develop and direct fiscal, personnel, purchasing, contracting, information systems and facilities management functions in support of client based programs. Positions develop the budget, staffing needs and operating policies and procedures in order to obtain and safeguard necessary resources. Typical duties include managing the accounting and recording of revenues and expenditures of the program; formulating and overseeing the preparation of budgets within the unit; approving expenditures to ensure that budgets are not exceeded; managing personnel functions by providing guidance and information to managers and supervisors regarding policies and procedures, recruitment, selection, benefits and other personnel related matters; negotiating business contracts including lease agreements; and supervising and coordinating the maintenance, repair and security of buildings and grounds.

Supervision Given: Provides direct supervision to fiscal, accounting and office services staff. May supervise service/maintenance personnel or provide assistance on administrative activities to professional personnel engaged in a specialized activity.
Supervision Received: Receives general directions from a Public Health Officer or other agency official in resolving issues outside policy.
Scope: Manages all aspects of the general administrative functions of a sub-unit affecting the well-being of its employees, the public and the effectiveness of the client based programs supported. Work involves budgets, personnel actions, staffing, and operating resources for all units within the satellite office.
Impact of Actions: Work directly impacts the field unit's ability to provide for fiscal, human resources, and other administrative services in conformity with applicable policies and laws. The effective operation of administrative services supports the operations of the client based programs.
Personal Contacts: Frequent contacts with agency managers and employees, local government officials, vendors, and the public to obtain or provide information and resolve problems.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge: Working knowledge of business management, finance, procurement, contracting, personnel and facilities management. Working knowledge of applicable federal, state and agency regulations and policies.

Abilities: Demonstrated ability to direct staff; to communicate effectively orally and in writing; and to plan, develop and direct administrative operations of an agency sub-unit.
QUALIFICATIONS GUIDE*

Education or Training: Graduation from an accredited college or university with course work in business, public administration or a related field.

Level and Type of Experience: Experience in an administrative program or a combination of functional areas including supervision of staff.
An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
