CLASS CONCEPT/FUNCTION
This is the first and supervisory level class in the Administrative Support Field series. Positions in this class provide financial and administrative support services within a satellite or geographically dispersed agency sub-unit which is controlled by a central agency. Positions supervise and perform general administrative activities in support of client based programs. Responsibilities include budget formulation, personnel records and transactions, procurement and facility management. This class is distinguished from the Administrative Support Manager-Field class by the responsibility for functioning as an assistant to a higher level professional who is responsible for final decisions and actions, and by the responsibility of performing or supervising portions of the administrative function of the unit, rather than for the total administrative function of the unit.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: Performs work of routine difficulty relating to multiple administrative functions such as budget, contracts, operating procedures, personnel, billings, information systems, accounts receivable, grants, purchasing or facilities management. Positions support the total administrative function by developing and implementing the procedures for assigned areas of responsibility to assure that operations are carried out within the governing policies, guidelines and statutes. Typical duties include preparing preliminary budgets for units in coordination with program managers; making budgetary evaluations and recommendations; monitoring and controlling expenditures by approving requests and reviewing fiscal reports to ensure that approved budget is not exceeded; providing input and recommendations on budgetary policy, proposed financial policies or procedures and administrative issues; insuring proper administration of personnel practices and policies and reporting personnel problems to supervisor; interpreting regulations and explaining policy and procedures; and collecting, reviewing and analyzing pertinent information such as printouts, manual data and statistical reports required for managerial decision making.

Supervision Given: Positions typically supervise fiscal, administrative, and office services staff; may occasionally supervise non-administrative positions as they perform or carry out specialized assignments.
Supervision Received: Positions typically receive directions from a higher level administrative manager on policies, priorities and unusual issues outside operating procedures.
Scope: Positions in this class supervise and perform a segment of the total administrative function for the unit which affects the reliability, accuracy and services provided.
Impact of Actions: Positions in this class have a moderate impact on the unit's ability to provide administrative services to its employees, the public or the programs supported. Effective decision making facilitates efficient use of time, money and resources.
Personal Contacts: Frequent contacts with agency staff, the public, local government officials and vendors to resolve problems, and to obtain or information.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge: Some knowledge of the principles and practices of personnel administration, accounting, budgeting, purchasing and contracting.

Abilities: Demonstrated ability to supervise staff, to analyze various types of data, and to communicate effectively orally and in writing.
QUALIFICATIONS GUIDE*

Education or Training: Graduation from an accredited college or university with course work in business, public administration or a related field.
Level and Type of Experience: Experience in an administrative program, with experience in a combination of functional areas or a specialized area related to the duties and responsibilities of the position.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

This class was established in, July, 1988 as a result of the Classification Review/Specification Update Program. This class replaces the Health District Administrative Manager Assistant class.
