CLASS CONCEPT/FUNCTION

This single-position class is an administrative director in the Department of Conservation and Historic Resources which is responsible for fiscal services, data processing and employee relations. The position plans, directs and monitors administrative support services for the Divisions of Parks and Recreation, Historic Landmarks, Soil and Water Conservation, and Litter Control.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty which requires developing, directing and monitoring a centralized administrative support system for the department. Establishes policies, procedures and program guidelines for budget, accounting, capital outlay, personnel, data processing, telecommunications, purchasing and property management. Develops and administers budgets for each division including a large capital outlay program. Develops and maintains an agency information system for park reservations. Designs systems for developing and reviewing operational policies and guidelines and recommends and implements changes.

Supervision Given: Supervises managers responsible for fiscal services, data processing and personnel.

Supervision Received: Works under the administrative direction of the Conservation Deputy Director. Receives guidance on policy, budget development, and new and revised programs.

Scope: Work involves directing administrative support services that affect the operation of the department's statewide programs.

Impact of Actions: This position has significant impact on the implementation of agency conservation and historic resources programs by providing administrative support in fiscal services, personnel and data processing.

Personal Contacts: Frequent contacts with central agency personnel in accounts, budget, personnel and purchasing to provide information and resolve issues. Interacts with agency managers in providing

administrative support for programs and with legislative officials in conducting agency business.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of federal and state regulations and policies affecting state agency operations and financial operations. Considerable knowledge of management principles and practices.

Abilities: Demonstrated ability to analyze and evaluate administrative operations and implement necessary changes, supervise the work of managers; coordinate services with management; and communicate effectively orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university with major course work in public or business administration.

Level and Type of Experience: Supervisory experience in

administrative and fiscal operations.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.
