CLASS CONCEPT/FUNCTION
This single-position class is a division director in the Department of Conservation and Historic Resources. It oversees a statewide Soil and Water Conservation District, administers the Chesapeake Bay agricultural and urban non-point source pollution control programs, directs dam safety programs, and serves as a technical advisor to the Public Beach Board.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: Performs work of considerable difficulty by providing technical assistance and guidance to Soil and Water Conservation District personnel and by directing technical, financial and educational assistance to landowners. Manages the Chesapeake Bay agricultural and urban non-point source pollution control programs. Directs the issuance of permits to owners of dams for construction, modifications and operations. Directs on-site engineering safety studies. Oversees the inspection of flood control dams managed by district personnel. Directs dam safety programs and provides advice and assistance on structural and mechanical problems. Directs the development of beach shoreline erosion assessments. Serves as a technical advisor to the Public Beach Board. Coordinates programs with other agencies such as the Water Control Board, Department of Agriculture and federal Environmental Protection Agency. Approves local erosion and sediment control programs. Serves as a member of the state soil survey and mapping committee. Directs the state's shoreline erosion advisory service. Administers small watershed projects. Provides staff support to the Virginia Soil and Water Conservation Commission.
Supervision Given: Supervises a staff of engineers, technicians and other support personnel in program services and operations.
Supervision Received: Works under the general direction of an agency head and establishes policies and programs governing state soil and water conservation.
Scope: Activities affect the development of objectives and strategies for soil and water conservation programs.

Impact of Actions: Work involves securing the cooperation of federal and state agencies in the control of pollutants and the protection of state environmental resources. Failure to control the erosion of soil into beach shores, tributaries and waterways would impact negatively on environmental resources.
Personal Contacts: Frequent contacts with the Secretary of Natural Resources; local, state and federal officials; and board members.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge: Comprehensive knowledge of soil and erosion management
practices. Considerable knowledge of federal and state regulations pertaining to
soil and water conservation and environmental protection. 3

Abilities: Demonstrated ability to supervise and manage technical and environmental programs; manage soil and erosion practices; direct the work of technical and support personnel; plan and administer technical public programs; and communicate effectively orally and in writing.
QUALIFICATIONS GUIDE*
Licenses or Certification: None.
Education or Training: Graduation from a college or university with major course work in the natural or physical sciences, business administration or public administration.
Level and Type of Experience: Supervisory and program management experience in soil and erosion, agricultural, or planning activities related to natural resources.
An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.
CLASS HISTORY
This function was previously performed by the agency head of the Soil and Conservation Commission. This class was established after the Commission was reorganized under the Department of Conservation and Historic Resources.
