Distinguishing Features of the Work
Directs agency wide management, financial, and administrative functions at the Virginia Marine Resources Commission.
Acts in the Commissioners absence with decision authority in operating program areas. Oversees the organization of agency programs, the establishment of financial cost centers and performance centers, and oversees agency wide financial planning and programmatic goal setting and assignment of authorities. Provides management direction and training to Division Heads, and leads them in the development and execution of financial plans and operating objectives for the respective divisions and operating components. Establishes agency policies on financial and administrative matters and supervises the budgeting system, accounting system, personnel, and other agency wide functions such as grants management and performance, contracts, etc. Has final authority, subject to the agency head, on financial decisions and allocations of funds and personnel to programs and operating divisions, and the setting of priorities among programs and objectives. Serves as agency contact (as understudy to the agency head) on representing the agency and programs with the legislature and cabinet and secretarial offices. Develops and. submits impact statements and cost assessments of proposed legislation during the General Assembly session. Provides oversight financial direction to several other agencies, including the Potomac River Fisheries Commission, Atlantic States Marine Fisheries Commission, and the Marine Products Commission. Maintains working contact with seafood industry organizations in representing agency policies and regulations governing the industry, and in planning for program changes and emphasis, and in developing. economic improvement and job opportunity growth for the seafood industry.
