CLASS CONCEPT/FUNCTION

This is a single-position class that is responsible for directing the state's procurement program in the Department of General Services, Division of Purchases and Supply. This class is responsible for directing and planning programs for the purchase and contracting of goods and services; developing standardized specifications, developing quality control, inspection, and contract compliance programs; developing graphic communications; and overseeing the state Central Warehouse operations. Supervision is provided to a staff of State Procurement Managers, State Procurement Supervisors, State Procurement Specialists Senior, State Procurement Specialists, and graphics, warehousing and office services personnel.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: This class performs work of unusual difficulty involving the management of the overall statewide procurement function. Plans and monitors procurement and material management policies, objectives, and programs; advises and interprets technical, procedural, and policy matters to subordinate managers and state agency personnel; resolves complex non-routine problems related to procurement, central warehouse, and graphic communications programs; reviews, investigates and takes appropriate action on agency and vendor complaints when not resolved by subordinate managers; organizes and conducts procurement training programs for state agency personnel; revises Agency Procurement and Vendor manuals; speaks to business and industry organizations to explain procedures for doing business with the state, to promote competition, and to encourage participation by minority and female-owned businesses.

Supervision Given: Reviews, assigns, and evaluates the work of State Procurement Managers, General Services Central Warehouse Manager, Purchases and Supply Graphics Manager, and office services personnel.

Supervision Received: Receives general direction from the Director of the Division of Purchases and Supply.

Scope: This class performs work that affects the procurement programs of all state agencies.

Impact of Actions: Serious financial, budgetary, and legal problems can occur as a result of procurement and material management decisions, along with serious costs in goodwill and delays of vital services.

Personal Contacts: Frequent contacts with senior personnel both internally and externally to resolve problems, clarify policy, and explain state procurement procedures.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of federal, state, and local procurement laws, regulations, and practices; and of purchasing, marketing, and material management functions.

Abilities: Demonstrated ability to develop and implement purchasing policies and procedures; to supervise a large staff; to communicate both orally and in writing; and to solve complex problems.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited university with a degree in business administration, finance, marketing, or a related field.

Level and Type of Experience: Progressive supervisory experience in purchasing, marketing, material management, or a related field in either government or industry.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
